The Providence Housing Authority (PHA) is issuing this Request for Qualifications seeking highly qualified individuals and/or firms to provide Rental Assistance Program (RAD) Physical Condition Assessments (RPCAs) and Section 18 Obsolescence Physical Condition Assessments that the PHA will use in its considering a potential repositioning of its public housing assets through some combination of HUD-approved processes that optimize resources so that PHA can:
• Preserve hard units;
• Best meet the existing and emerging affordable housing needs of the Providence community;
• And ensure the long-term sustainability of the housing portfolio owned and operated by PHA.
The PHA anticipates consideration of all available HUD tools, including, but not limited to the Rental Assistance Demonstration program (RAD), RAD/Section 18 Blends, and Section 18. Consequently, PHA may also engage the selected firm(s) to provide Physical Condition Assessments and cost analysis necessary to consider the pursuit of Section 18 projects.
It is the intention of the PHA to move through the process of determining the initial feasibility of repositioning some or all its public housing assets by early 2023 and moving forward on pursuing any Board approved actions beginning in mid-2023 and extending for a currently undetermined period of time. PHA anticipates a need for two to six RPCAs to be completed by April 30, 2023. Thereafter, PHA may require additional RPCAs.
Proposals will be received until 03:00 PM EST on Thursday, February 2, 2023 at the PHA’s Facilities Management Building, at 40 Laurel Hill Ave., Providence, RI 02909. If forwarded by mail, the sealed envelope containing the proposal, must be enclosed in another envelope addressed to the Authority and sent, preferably, by registered mail. Clearly mark on the outside of the envelope the words:

Proposers must deliver one original and 4 copies of their response to this RFQ as well as one electronic copy via Dropbox or Google Drive, addressed to the attention of:

Prospective offerors requiring any explanation or interpretation of the solicitation must request it in writing no later than 3:00 pm EST on Tuesday, January 17, 2023.
