The Richmond Redevelopment and Housing Authority (RRHA) is soliciting qualifications from experienced developers to participate in the transformation of Gilpin Court, a public housing community in the Jackson Ward neighborhood of Richmond, Virginia. The successful Offeror will demonstrate its success in implementing comprehensive neighborhood multisite revitalization plans that include mixed income (public housing, project-based vouchers, Low-Income Housing Tax Credit, and market-rate unrestricted units), mixed finance, and mixed uses. The plan is neighborhood-focused and will include the one-for-one replacement of the 781 Gilpin Court public housing units with deeply subsidized units (public housing and project-based voucher units) in mixed-income developments. The plan should also include, to the extent supported by the community and market conditions, for-sale housing, commercial/retail uses, and other neighborhood improvements to be identified during the continued planning process.

There will be a virtual Pre-Proposal conference on March 20, 2023 at 1:00 p.m. Responses will be due in the RRHA Procurement Office, 600 E. Broad St., Ste. 400, Richmond, VA 23219 on or before 2:00 p.m. April 7, 2023.
