ESSENTIAL FUNCTIONS:

Recruitment & Advertising:

  • Collaborate with hiring manager(s) to prepare and/or revise NeoGov requisitions, position descriptions and/or job postings to identify position requirements for posting;
  • Review job descriptions including duties, qualifications, and skills to create appropriate recruitment strategies to ensure a diverse applicant pool; participate in recruitment strategy sessions and make recommendations based upon applicant reports and data; monitor and research recruitment effectiveness and make recommendations for alternate advertising sources;
  • Advertise vacancy announcements through advertising in publications, job sites, and via internal/external e-mail communications;
  • Refer to Senior Recruiter for guidance on complex and non-routine recruitment processes.

Hiring Manager Support & Guidance:

  • Provide training to hiring managers on hiring processes, procedures and legal requirements;
  • Review and screen applications and refer applicants to hiring manager(s); prepare recruitment files and track recruitment outcomes upon completion of recruitment; archive materials according to applicable state retention policies; 
  • Close recruitments upon completion of selection process.

Applicant Coordination & Support:

  • Respond to inquiries from applicants and candidates through all stages of the recruitment process; 
  • Coordinate background and assessment processes for assigned recruitments including submission, review, and required communications; 
  • Draft and send offer letters and pre-onboarding communication to new hires;
  • Coordinate New Employee Orientation Program (NEOP) details with NEOP team;
  • Ensures compliance with appropriate rules and regulations; refers complex issues to Senior Recruiter.

Recruitment Outreach:

  • Participate in career fairs and recruitment events.

Other Recruitment Support:

  • Assist in the collection, verification, analysis and reporting of human resource information;
  • Research recruitment best practices and make recommendations for efficiencies and process improvements;
  • Assists with a variety of department initiatives, special projects, and event planning.

 

QUALIFICATIONS AND COMPETENCIES:

Required Qualifications:

  • Associate's Degree AND
  • Moderate experience in human resources including recruitment, selection, sourcing and/or staffing OR
  • An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

Required Knowledge, Skills and Abilities:

  • Understands technical aspects of the position and continuously builds knowledge, keeping up-to-date on the substantive and procedural aspects of the role and other related compliance areas.
    • Experience with Applicant Tracking Systems (ATS) or HR Management Systems, NeoGov strongly preferred.
  • Clearly and effectively communicates both verbally and in writing by actively listening and sharing relevant information; ability to compose and prepare correspondence, assists in designing and producing technical information handouts; technical charts, tables, templates and forms; demonstrated proofreading and editing skills. 
  • Ability to interpret and explain complex or technical rules, regulations and/or policies and procedures. 
  • Experience utilizing database systems and performing data entry with a high level of accuracy and attention to detail while ensuring compliance with organization policy and state/federal law.
  • Values diversity and possesses an understanding of multicultural and cultural competencies; ability to work effectively and positively with individuals of diverse cultural and socio-economic backgrounds.
  • Excellent organizational skills including prioritizing, keeping track of information or work in progress, ensuring accuracy, and multi-tasking; ensures assignments are completed in a timely and effective manner.
  • Creates, maintains, updates, enters and retrieves data records by utilizing MS Word, Outlook, SharePoint, and Excel programs and a specialized database system(s).   
  • Ability to work effectively and collaboratively as a team in a busy office environment while earning the trust, respect and confidence of others.
  • Ability to use tact, discretion, and diplomacy when dealing with sensitive or confidential information.

Salary & Benefits:
Salary range is $59,386.00 to $86,109.00 with a midpoint of $72,747.00. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Salary is negotiable.  A comprehensive health care benefits package for you and your dependents includes medical, dental and vision insurance, life and long-term disability insurance plans, vacation, sick and personal leave, reduced tuition, and retirement benefits are also available.
 
Work Environment:
Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
 
After initial onboarding, this role will have the opportunity to work remotely up to 60% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and having the ability to report to the Central Office in Tukwila will be required. Some local travel may be required to support KCHA business needs.
  
Physical Work Environment:
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
