PROPERTY MANAGEMENT DIRECTOR:  Leading the Property Management Operations of Norfolk's Low-Income Public Housing Communities

About NRHA   Founded in 1940, the Norfolk Redevelopment and Housing Authority (NRHA) provides low-income families in Norfolk, Virginia with safe and well-maintained housing.  It also plans and administers large-scale residential redevelopment programs within Norfolk.

About the Position   NRHA seeks qualified candidates for the position of Property Management Director.  The position directs the overall property management operations of all low-income public housing in the on behalf of the Authority.  The position oversees and coordinates the property management activity of housing communities, including leasing, placement, maintenance, resident support services, and reporting activity.  The jobholder will oversee a portfolio of five communities, six mid-rise apartment complexes, and scattered-site housing units.  The Director acts to assure that residents receive clean, safe, and well-maintained housing.  The position implements or participates in implementing strategic housing initiatives, including but not limited to low-income housing tax credit (LIHTC) programs, Rental Assistance Demonstration (RAD) projects, and Project-Based Voucher (PBV) programs. The Director administers a department of approximately 100 employees, including property managers, maintenance personnel, reporting and compliance specialists, and resident services specialists. This is a senior management position.

 Key responsibilities include:   

  • Implementing strategic public housing initiatives, including asset management compliance, mixed-income housing and mixed-use development, home ownership support, and realignment of conventional resident services.
  • Implementing a comprehensive property management process for a public housing portfolio of five large- and medium-scale communities, six midrise communities, and other housing properties comprising over 2,544 rental units.
  • Participating in the planning and administration of large-scale public housing redevelopment initiatives.
  • Securing both governmental and non-governmental financing and assuring budget and legal compliance for department operations.
  • Negotiating terms and conditions of agreement with government representatives, investors, partners, and contractors.
  • Leading divisional, cross-divisional, and project teams to achieve housing objectives.
  • Aligning and developing a staff of approximately 100 department employees to achieve organization and division objectives.
  • Receiving and responding to client inquiries and complaints.
  • Coordinating effective marketing and customer services operations for the public housing communities.
  • Representing the organization before government officials, political agencies, community groups, investors, public housing residents, businesses, news media, the general public, employees, and others. 

 About the Ideal Candidate  The ideal candidate will have

  Twelve or more years of progressively responsible direct experience in public housing management, to include at least three years staff supervision experience.

  • A bachelor’s degree in public administration, business administration, or a related field; a master’s degree is preferred.
  • Progressive managerial experience to include experience in directing multiple levels of a diverse workforce.
  • Certification as either a Public Housing Manager (PHM) or Accredited Residential Manager (ARM).
  • Certification as a Housing Credit Certified Professional (HCCP).
  • Knowledge of the Virginia Residential Landlord Tenant Act (VLRTA).
  • Comprehensive knowledge of HUD rules, regulations, and reporting and compliance requirements.
  • Proficiency in the use of standard Microsoft Office software applications.
  • Experience in:  

o    managing Low-Income Housing Tax Credit (LIHTC) housing; candidates who also have experience in managing housing developed through a variety of housing financing programs will be preferred.

o    managing a diversified property portfolio and enhancing property asset values.

o    administering mixed-finance housing projects.

o    budget and financial management.

o    overseeing residential housing maintenance operations to provide safe and well-maintained housing and pass HUD and Virginia Housing inspection requirements.

o    leading department, cross-functional, and project teams to achieve strategic objectives.

o    maintaining positive relationships with residents, staff, and professional organizations.

o    change management, to include analyzing organizational and program effectiveness and altering jobs, organization structure, and procedures.

o    presenting information both verbally and in writing to different audiences. 

  • A current and valid driver's license; jobholder required to drive to multiple locations within the city of Norfolk, Virginia.

NRHA offers a competitive compensation and benefits package. The pay range assigned to this job is from $71,115 to $123,884.  The pay offer is determined by the candidate’s pay history, market, and skill factors.  A $5,000 sign-up bonus is assigned to this position.
