General Purpose:

This position has the overall responsibility for assisting with the operations and administration of the Real Estate Department. Critical functions of this position include project management, assisting with real estate development and finance, program and grant administration and federal, state and municipal regulatory compliance. 

In addition, this position will be responsible to assist with the coordination of the grant application for the $40 million Summit Lake Choice Neighborhoods Implementation Grant (Implementation Grant) and project manage the implementation of the Summit Lake Choice Neighborhoods Initiative (CNI).

All activities must support the Akron Metropolitan Housing Authority’s (AMHA) mission, strategic goals and objectives.

Essential Duties and Responsibilities:

The below statements are intended to describe the general nature and scope of work being performed by this position.  This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

Choice Neighborhoods – AMHA completed a FY2020 Choice Neighborhoods Planning Grant and will apply for a FY2023 or FY2024 Choice Neighborhoods Implementation Grant.  Duties of this position will vary depending on where we are in the CNI process.

General Duties

Oversee and project manage CNI planning and implementation and assist with the Implementation Grant application

Work closely with and coordinate among lead CNI partners, including the City of Akron, other AMHA staff, the developer, consultant and neighborhood residents to further develop and implement the CNI Transformation Plan

Work with the Summit Lake community and local organizations to facilitate communication, community input and participation in CNI related activities

Assist in organizing community events and outreach

Create and deliver presentations to various audiences

Assist with CNI communications (website updates, flyers, etc.) to keep partners and the community informed

Coordinate and staff community groups associated with CNI, such as the Resident Advisory Board, Steering/Oversight Committee, and Housing, People and Neighborhood Task Forces, etc.

If/when the Implementation Grant is awarded, oversee and monitor Implementation Grant activities to assure the Neighborhood, Housing, and People component activities are programmed, planned and executed properly within the timeframe and terms of the Grant and within budgetary constraints

If/when the Implementation Grant is awarded, prepare and submit HUD required documents, reports and plans as required by the Implementation Grant; assist in the compilation of data and ad hoc reports

If/when the Implementation Grant is awarded, monitor the performance of CNI-funded staff and contractors to ensure implementation is effective and on schedule

Evaluate and report on CNI program performance

Assist with the structuring, design, negotiation and supervision of real estate development and redevelopment transactions, including public housing capital financing, bond financing, use of Low-Income Housing Tax Credits, Rental Assistance Demonstration program, grants and other mixed financing

Help identify funding sources; foster financial and business support for projects; explore and negotiate terms with lenders and investors; secure grants and loans; conduct business and due diligence reviews of complex financial agreements and loan documents

Manage and/or conduct due diligence analysis of real estate development opportunities relative to insurance, legal, land, architectural and environmental issues

Monitor changes in Federal and other regulations applicable to real estate development and work with co-workers to develop and implement procedures to ensure compliance

Work directly with landlords, economic development officials and other municipal, regional and federal representatives involved in economic and real estate development in order to secure business consistent with the Agency’s goals and needs

Ensure deadlines and program goals are met

Assist with monitoring department and CNI expenditures, and assist in overseeing budgets for projects

Assist in the development of Request for Proposals as needed

Assume special projects as required; provide feedback and assist, when necessary, in the preparation of AMHA’s 5-Year and Annual Plans

Fosters and maintain positive relationships with co-workers and community partners

Establish and maintain positive community and client relationships

Facilitate cross-functional communication and cooperation

Perform other duties as assigned

Position Requirements & Qualifications

Knowledge, Skills and Abilities:

Demonstrated collaborative and team leadership skills

Demonstrated experience in managing complex projects with multiple partners and team members

Demonstrated ability to utilize own initiative, work independently and coordinate a high level of activity under a variety of conditions and constraints

Demonstrated ability to multi-task in a fast paced environment

Familiarity with affordable housing development, including financing resources

Knowledge of general real estate principles and practice, including transfer of real estate, deeds, title, due diligence, real estate closings, etc.

Ability to research and interpret federal and state rules and regulations

Basic financial management skills; ability to work with mathematical concepts and apply concepts such as fractions percentages, rations, and proportions to practical situations

Strong public speaking and writing skills

Critical thinking and analytical skills with an ability to problem solve

Proficiency in Microsoft Office suite programs and Adobe and basic knowledge of Summit County’s Geographic Information System (GIS)

Additional qualifications and experience that may be considered:

Prior experience in comprehensive community planning efforts

Prior real estate development experience

Experience administering federally funded grants

Familiarity/Experience with Choice Neighborhood program

Previous Housing Authority experience

Minimum Qualifications:

Bachelor’s Degree (Master’s degree preferred) in Urban Planning, Business Administration, Public Administration, Real Estate Development or other related field

Seven or more years of related work experience in urban planning, real estate development, affordable housing, or community development

Prior supervisory experience preferred

Valid driver’s license

Physical Demands

Physical demands may include kneeling, reaching, pushing, fingering, manipulating, talking, hearing, sitting for extended periods, crouching, standing for extended periods, stooping, walking, lifting up to 20 lbs. and repetitive motion using a keyboard, telephone and calculator. The visual acuity requirements include viewing a computer monitor and extensive reading.

The incumbent will primarily work in an office environment but will to visit AMHA properties and/or construction sites and may be exposed to outside weather conditions.
