Position Title: Housing Authority Manager

POSITION PURPOSE: Under direction of the City Manager; plans, organizes, and directs the work and staff of the Housing Authority of the City of Needles. Coordinates these activities with the Department of Housing & Urban Development and the California Housing and Community Development, including operations and Capital Projects.


SUPERVISION: Is responsible for overseeing, training, and supervising all other Housing Authority employees.


EXAMPLES OF RESPONSIBILITIES: (may include but not limited to):
Knowledge of federal, state, and local housing programs; federal and state fair housing laws; preparation and analysis of documents pertaining to housing policies; cash management systems; and basic construction standards. Ability to work with people from diverse socio-economic and ethnic backgrounds as well as people from public and private sector; coordinate and supervise staff functions at varying administrative and technical levels; schedule and supervise the work of others; communicate clearly and effectively, both orally and in writing; and interpret, explain, and apply complex laws, rules and regulations related to housing and community development. Knowledge and experience with grant procurement and development, tracking progress and financial reporting.


TYPICAL TASK:
Directs the selection and supervision of the Housing Authority’s staff; determine program responsibilities and priorities; assigns and monitors workloads and performance of all staff. Directs all public communication and community liaison activities to promote community understanding and cooperation in the development and maintenance of housing programs. Represents the Authority in coordinating housing programs with the Department of Housing & Urban Development and the California Housing and Community Development and other governmental agencies; approves all required HUD reports and documents. Develops and coordinates with the City Project Manager, the Authority’s modernization, improvements, and rehabilitation programs. Coordinates Authority functions within the purchasing policy of the City of Needles. Supervises Section 8 Program, rentals, and leases. Keeps up to date with all policies, directives, rules, and regulations of the US Department of Housing and the California Housing and Community Development. Assist in the preparation of the annual operating budgets and revisions. Provides timely financial reports; makes written and oral presentations to the Director and Commissions on budget projections and status. Assist in maintaining general and subsidiary ledgers; cash journal and register in accordance with prescribed accounting procedures for Department of Housing & Urban Development and Section 8; coding and payment of invoices; posting, verifying, and balancing of tenant accounts. Other related duties as assigned.


MINIMUM QUALIFICATIONS:
(A) Valid Driver’s License
(A) Must pass pre-employment physical and drug screening.
(B) Must have a “clean” background check through Life Scan.
(C) Four years’ experience in housing management, community development, public administration, or closely related field. Other related education and experience may be considered.
(D) Prior skills in budgeting, personnel management, and public relations, is preferred.
(E) High school diploma or GED equivalency.
