Position Summary: As a Moving to Work (MTW) Expansion Agency under the Landlord Incentives Cohort #3, this position reports to the Chief Operating Officer (COO). The Director of Planning & Development is integral to Dothan Housing’s (DH’s) Mid-management team. The position is responsible for progressively carrying out DH's and its instrumentalities’ rehabilitation, housing development, capital improvements, acquisition, and modernization initiatives, including the Capital Fund Program (CFP), Rental Assistance Demonstration (RAD) Project-Based Voucher (PBV) preservation plan, Rural Development (RD), and other Community Development (CD) programs.
The Director of Planning & Development is also responsible for planning, coordinating, and successfully implementing DH and its instrumentalities’ commercial, homeownership, multi-family, and other residential development strategies, including the City of Dothan’s Strategic Affordable Housing Implementation Plan. The position is responsible for the mixed-income, mixed-use, and mixed-finance real estate planning and development activities within the Moving to Work (MTW) Supplemental Plan. The Director of Planning & Development is responsible for expanding housing opportunities and helping DH take full advantage of the Moving to Work (MTW) Landlord Incentives Cohort #3 flexibilities by addressing the affordable housing gap in the Wiregrass Metro Area (WMA) through real estate development.
Required Education and Experience:
- Bachelor’s degree in Engineering, Architecture, Building Construction, Building Construction Management, Construction Engineering Management, Business Administration, or Real Estate Development with a minimum of seven (7) years of progressively responsible construction management experience with a proven ability to manage significant development/capital improvement projects.
- Prefer a Master’s degree in degree in Engineering, Architecture, Building Construction, Building Construction Management, Construction Engineering Management, Business Administration, or Real Estate Development with a minimum of five (5) years of progressively responsible construction management experience with a proven ability to manage significant development/capital improvement projects.
- Must be certified or obtain Procurement & Section 3 certification or equivalent within one year of employment.
- Must be certified or obtain Real Estate Development certification or equivalent within two years of employment.
