Position Summary
The Director of Housing Programs oversees the day-to-day operations of the Housing Programs/Housing Choice Voucher Department. The incumbent plans, organizes, controls, and directs the activities of the Housing Programs Division; develops, monitors, and implements the annual departmental budget, policies, and procedures to ensure compliance with SNRHA and Housing and Urban Development (HUD) regulations regarding Family-Self Sufficiency, and Housing Choice Voucher Programs.
Duties and Responsibilities
This position is accountable for performing the following duties and responsibilities, with or without reasonable accommodation.
- Plan, organize, direct, control, prioritize, assign, supervise, and review the work of staff responsible for the Housing Programs Department, maintain department records; assign and monitor workloads; be the final decision maker on matters of significance for the department/work group.
- Exercise discretion and independent judgment involving the comparison and the evaluation of possible courses of conduct and acting or making a decision after various possibilities have been considered.
- Exercise discretion and independent judgment concerning department matters and issues in areas such as auditing, quality control regulatory compliance, etc.
- Formulate, affect, interpret, or implement management policies or operating practices, including having the authority to waive or deviate from established policies and procedures without prior approval.
- Perform work that affects business operations to a substantial degree,
- Carry out major assignments in conducting the operations of the business; as an agent of the Authority, commit the Authority in matters that have significant financial impact.
- Plan, manage, and be accountable for the department budget, including participating in the coordination of assigned program budget; submitting budget recommendations; and monitoring expenditures in accordance with the Housing Authority's policy and procedures.
- Interview and select staff: provide and/or coordinate staff training; work with employees to
- correct deficiencies; implement discipline procedures in accordance with Housing Authority's policy and procedures, including handling employee grievances or complaints including
- disciplining employees.
- Process Personnel Actions for employees in the department, affecting employment-related decisions.
- Engage in high-level consulting and/or mentoring, including providing guidance or advisement concerning implications on courses of action and merits of one or more strategies in comparison to others.
- Plan and apportion work to staff.
- Develop and coordinate the implementation of goals and objectives; establish schedules and methods including coordinating performance management.
- Prepare various reports on department/work grout operations and activities.
- Ensure staff follows applicable state and federal regulations and Housing Authority policies.
- Monitor and keep department projects on schedule including providing shared responsibilities and project ownership.
- Prepare and present compliance reports.
- Manage the performance and productivity of Housing program functions; direct the continuous improvement of department outcomes; and assure the satisfaction of internal and external customers.
- Provide leadership and direct the activities of the Housing Programs Department staff through appropriate delegation, performance management, problem resolution, planning, and work assignments; approve promotions and terminations; and counsel, train, and coach staff.
- Develop and manage Housing program goals and priorities, and monitor operations to identify and resolve problems.
- Plan, organize, monitor, and control work activities and expenditures; coordinate a variety of administrative activities including employee scheduling, payroll reporting, correspondence, and report processing; and analyze operational performance and prepare reports, analytical studies, and HUD submittals.
- Direct the development and implementation of goals, objectives, policies, procedures, budgets, and priorities for Housing Programs; ensure effective communication of Housing Programs strategies and issues.
- Establish tactics, approve resource requirements, and monitor resource utilization required to achieve goals; organize management strategies to ensure proper execution of Housing Program operations; resolve Housing Program service and procedures issues; and assure proper and responsible decisions are made.
- Recommend modifications to programs, policies, and procedures as appropriate, and respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Procure goods and services; process and monitor invoices in accordance with Housing Authority policy and procedures.
- Interpret laws and regulations; ensure Housing Programs activities comply with all laws, policies, and HUD regulations, the Administrative Plan, and the Agency's strategic plan.
- Make effective decisions, balancing organizational and customer needs.
- Administer the department budget and keep within budget requirements.

Minimum Qualifications
Minimum qualifications are intended to identify applicants most likely to perform successfully on the job. Applicants should possess the following:
- Bachelor’s degree in Business Management, Public Administration, or a related field.
- Six (6) years of progressively responsible work experience administering housing programs.
- Two (2) years of experience in the administration of the Section 8 Housing Choice Voucher, Public Housing programs.
- Ten (10) years equivalent combination of education, training, and experience.
- Three (3) years of supervisory experience managing, directing, and leading teams.
- Experience working with homeless or other vulnerable populations.
- Excellent communication, conflict resolution, negotiation, problem-solving, crisis management, and organizational skills.
- Valid State of Nevada Driver’s license.
Preferred Qualifications
Preferred qualifications are desired qualifications above and beyond minimum qualifications that demonstrate additional education, experience, training, or other credentials. Preference may be given to applicants who possess the following preferred qualifications:
- Prior experience working with a housing authority.
- General knowledge of social services available to vulnerable populations.
- Section 8 HCV Management certification or the ability to obtain within one year of employment.
- HCV Rent Calculation certification or the ability to obtain within one year of employment.
- Section 8 and Public Housing Eligibility Determination certification or the ability to obtain within one year of employment.
- Housing Quality Standards (HQS) certification or the ability to obtain within one year of employment.
