JOB SUMMARY

The purpose of this position is to provide overall management and leadership for all business related to the administration of approximately 800 vouchers within the Housing Choice Voucher (HCV) Program. This is accomplished by directing the day-to-day activities of the HCV Program relative to customer service, rental integrity, and housing quality standards. This position will have significant responsibility related to the performance of the department, requiring knowledge of and compliance with all applicable federal, state, local and HUD regulations, in addition to the policies and procedures of the Housing Authority of the City of Greenville, North Carolina. Responsibilities also include related work as apparent or assigned. All actions must support the HACG’s mission, vision, strategic goals, and objectives.

ESSENTIAL FUNCTIONS

 

  • Plans, directs, monitors, and manages all aspects of the operational and fiscal responsibilities of the Housing Choice Voucher Program, (HCVP) and staff to include Mainstream, Housing Opportunities for Persons with Aids (HOPWA), Project Based Vouchers (PBV), Emergency Housing Vouchers (EHV), Foster Youth to Independence (FYI), Shelter + Care Supportive Services and other current or future tenant or project-based assistance.
  • Directs the work of staff including assigning, planning, and reviewing work, evaluations work performance, and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training staff, acting on employee problems, and recommending and implementing discipline.
  • Responsible for managing and understanding data in all database systems used by the HCVP operations including HUD’s Public and Indian Housing (PIH) Center (PIC); Voucher Management System (VMS); and Two-Year Forecasting Tool; and all other systems in operation under the Housing Choice Voucher (HCV).
  • Evaluates, interprets, and stays abreast of HUD regulations and guidelines as they pertain to the administration of the HCV Program; informs and trains staff on regulatory compliance; maintains program compliance with all statutory, regulatory compliance; maintains program compliance with all statutory, regulatory, contractual, or other applicable standards.
  • Formulates and implements operating policies, procedures, objectives, and budgets; ensures operational compliance with relevant regulations and standards; responsible for modifying the HCV Administrative Plan to ensure that it is efficient, effective, and complies with HUD requirements.
  • Prepares applications and supporting data to secure additional funding and programs from the Department of Housing and Urban Development (HUD) to increase housing opportunities for families.
  • Manages the HCVP’s Section Eight Management Assessment Program (SEMAP) process. Ensures the appropriate quality control evaluations are conducted and documented on a monthly basis; ensures that SEMAP performance standards and all other reporting requirements are maintained at a high-performance level or improved if required.
  • Coordinates the timely submission of HCV Housing Program reports and data (VMS, utilization, EIV, housing software, financial, and PIC reports) to the Executive Director/Chief Executive Officer, Board of Commissioners and/or HUD.
  • Researches and gathers data and prepares reports to relevant congressional, federal, state, and local inquiries and communications relating to the Housing Choice Voucher Program and its participants; prepares and responds to internal, HUD or HUD OIG audit reviews as required.
  • Performs ongoing Housing Assistance Payment (HAP) budget analysis; monitoring of billing and payments; tracks expenditures and utilization rates; and monitors budget expenditures.
  • Reviews, develops, and modifies Small Area Fair Market Rents (SAFMR) and payment standards for programs; analysis of rental markets and rent burdens; develops, reviews, and monitors monthly allowance schedules; reviews and monitors program effectiveness.
  • Supervises the landlord service functions, including initial, annual, interim, special, and quality control inspections, rent reasonableness determinations, landlord clearance, contracting, education and outreach to prospective landlords/units, supervision of staff, and monitoring of inspections contracts.
  • Ensures HUD performance standards and other reporting requirements are maintained at a high-performance level and/or improved if required; ensures accuracy and efficiency of all HCV utilization activities to include a comprehensive written quality control process; conducts reviews and audits to assure that policies, procedures, and regulations are adhered to.
  • Monitors HCV program performance and policy adherence; reviews client folders before quality control reviews; provides personnel training and development; and stays abreast of proposed changes in policies, procedures, guidelines, and best practices in personnel development.
  • Provides a customer service platform that ensures consistent and timely communication with applicants, residents, private sector landlords, co-workers, government officials, various housing professionals and community leaders.
  • Ensures that staff maintain affirming, effective communication with participant families, owners/agents, neighborhood groups, housing advocates, and service providers.
  • Represents the Authority’s HCV program when meeting with elected officials, private landlords, housing advocacy groups and organizations, community associations, and other agencies to explain program policies, requirements, etc.
  • Leads team efforts by performing other responsibilities and duties as required or assigned.

EDUCATION and EXPERIENCE (at minimum)

Bachelor’s degree in business administration, public administration, or related field and a minimum of seven (7) years of experience in public and /or assisted housing, including a minimum of three (3) years of experience in a management capacity.

OR

Any equivalent combination of education, training, and experience, in which, in the sole determination of the Housing Authority, provides the required knowledge and abilities may be considered.

REQUIRED KNOWLEDGE, SKILLS, and ABILITIES

Knowledge of:

  • HUD, federal, state, and local laws, and regulations related to low-income housing, as well as HACG policies and procedures related to the position.
  • Comprehensive and demonstrable knowledge of HUD Housing Choice Voucher and NSPIRE inspection policies and procedures.
  • Budget development and administration policies.
  • Social programs, human relations, and financial environments of various classes of people

Skilled in:

  • Addressing the public and other bodies and presenting information in a clear, organized, and convincing manner.
  • Planning, prioritizing, organizing, directing, and coordinating the work of self and employees.
  • Providing instruction in HCV program requirements to potential participants and landlords, groups of participants and landlords, and one-on-one.
  • Operating commonly used office equipment.
  • Communicating with people from a broad range of socio-economic backgrounds.

Ability to:

  • Perform duties with a high degree of judgement, discretion, and confidentiality.
  • Perform program-required computations with speed and accuracy.
  • Energize, motivate, and provide effective collaborative leadership; reinforce good performance and deal firmly but fairly with less than satisfactory performance to sustain a productive organization serving a diverse, limited income population.
  • Effectively communicate, verbally and in writing, both within the organization and externally.
  • Plan, promote and evaluate HACG’s goals, objectives, departmental and agency plans, and other initiatives.
  • Establish and maintain effective working relationships with co-workers, landlords, consultants, contractors, residents, HUD, community partners, and local, states, and federal officials.

PHYSICAL REQUIRMENTS

This work requires the following:

  • occasional exertion of up to 10 pounds of force

  • preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities
  • work has minimal exposure to environmental conditions and is generally in a moderately noisy location (e.g. business office, light traffic).

SPECIAL REQUIREMENTS

Valid North Carolina Driver’s License

Obtain the following certifications within one (1) year of employment or other allowable period of hire as authorized by the Executive Director or his/her designee:

  • HCV Manager
  • HCV Financial Management
  • Occupancy Standard
  • Rent Calculations
  • Enterprise Income Verification System (EIV)
