The Housing Authority of the City of the City of Los Angeles (HACLA)is seeking a highly qualified Deputy Director of Section 8 to assist the Director of Section 8 in leading and managing the Department’s portfolio of 60,000 housing vouchers, budget of $1.8 billion, and 450 voucher staff. The Department currently functions with five Assistant Directors. There are 13,000 landlords participating in the Section 8 program. Approximately 46% of the agency housing vouchers are utilized to assist homeless individuals. The agency is a HUD SEMAP high performer. HACLA is the second largest housing authority nationally. The agency has adopted a 25-year strategic vision that provides the roadmap to expand affordable housing and improve the quality of life for Angelenos through three focused missioning modules dedicated to People, Place, and Pathways to Opportunity. The jurisdiction for the housing authority is the City of Los Angeles with its population of 3.9 million residents. Some homeless programs extend into the entire county.
Candidates should have a minimum of seven (7) years of increasingly responsible experience in the oversight of a large Section 8 / Housing Choice Voucher or similar rental subsidy program. Applicants should also have at least five (5) years managing large teams of administrative, professional, and management staff. A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration or a closely related field is required and a Master’s degree in these same disciplines is preferred. Professional certifications related to the Housing Choice Voucher program are also preferred. Candidates will be required to provide academic credentials and work history. The consultant will complete criminal and credit history background checks.
Compensation for the position is negotiable, depending on the qualifications and experience of the chosen candidate. The salary range is $156,644 to 184,753. HACLA is an equal opportunity employer.
