Full Job Description: 

The Vancouver Housing Authority (VHA) is seeking a Chief Operating Officer (COO) to implement the agency’s strategic priorities and to manage the Directors of Property Management, Supportive Services, and Voucher Programs.  The COO helps to set a mission-centered culture across the organization and is a key representative of VHA in communications with stakeholders. The COO may also serve as the Executive Director of the VHA affiliated nonprofit. The position reports directly to the Chief Executive Officer. The Vancouver Housing Authority is governed by a 6 -member Board and staffed with 143 employees. The VHA programs include approximately 2,800  Housing Choice Vouchers and 3,200 owned and / or managed housing units. In 2022, 162 housing units were renovated  and 198 new housing units were added to the portfolio. In 2023 the Fourth Plains Commons will be opened as a mixed-use development of 106 housing units, 10,000 square feet of office and commercial space, and 9,000 square feel to public open space. VHA was selected as one of the 39 initial Moving to Work agencies and the agency is a HUD High-Performer.  

Vancouver Washington is situated on the North bank of the Columbia River in Clark County . It is the fourth largest city in the State of Washington with a population of about 200,000.  The greater Portland – Vancouver Metropolitan Area is the 25th largest metropolitan area in the United States. The Columbia River Gorge bisects the Cascade Mountain Range and Mount Hood, Mount St. Helens, Mount Rainier, Mount Jefferson, and Mount Adams are all visible from the abundant system of trails in the Vancouver area. 

Requirements

A Bachelor’s Degree and a Master’s Degree is preferred. Applicants should have at least seven years of progressively responsible experience in management in the public or nonprofit sectors, preferably in affordable housing or homelessness, with at least four years of experience in a senior management level position. The consultant will complete background checks.

  

Compensation for the position is negotiable, depending on the qualifications and experience of the chosen candidate. The salary range is $123,492 to $190,154. Applicants should not expect to start in the highest range of this salary.
