What is Fort Worth Housing Solutions (FWHS)?

Fort Worth Housing Solutions manages Housing Choice Vouchers and other rental assistance programs that help families and individuals cover housing costs. FWHS works closely with numerous partners to promote economic independence and positive change in the lives of more than 33,000 individuals every day.

 

As the Buyer, you will report directly to the Manager of Procurement of Fort Worth Housing Solutions.  The Buyer is required to facilitate a variety of procurement-related tasks in accordance with established business processes, FWHS policies and procedures, applicable federal, state, and local regulations, and the Department of Housing and Urban Development (HUD) Procurement guidelines.

 

In this role, the Buyer’s primary job responsibilities include:

Prepare and issue purchase orders (POs), informal and formal solicitations, including assisting in the drafting of scopes of work and services, preparing required notices and publications, and preparation and execution of contract awards.

Coordinate all communications regarding open procurements, including communications with FWHS staff, information requests from and to bidders/respondents, phone and email requests for quotes, publications of procurement requirements, in-person and online conferences, and negotiations of contract terms.  Communication may be in person, via virtual meetings or emails, or telephone.

Request and review price quotations and place orders with selected vendors for supplies and materials, including researching published costs and vendor qualifications, and conducting phone quote requests and interviews.

Follow up regularly on open orders and approval requests; track orders, damaged, and short shipments, and partner with the ordering department to determine alternatives and options.  

Evaluate and analyze pricing information and solicitation responses and make recommendations for awards.

Generate bid tabulations, scoring summaries, departmental reports, resolutions for Board of Commissioner approval, and other records to document the evaluation and award process.

Accurately maintain all supporting records and documentation for each assigned procurement per FWHS’s retention policy.

Utilize Office Suite and eProcurement software to communicate, create forms and documents, and to post and track solicitations.

Collaborate with FWHS staff to develop appropriate specifications, scope of work or services, and related procurement materials, and to assist in finding compliant solutions to procurement needs.

Partners with the various departments on FWHS asset inventories and assists in the storage and disposition of obsolete and surplus items. 

Assist with administrative support.

Performs other related duties as assigned.

Required Knowledge, Skills, and Abilities (Qualifications)

Three (3) years’ experience as a buyer in a procurement field or an equivalent combination of education and experience.

Substantial knowledge of State law, HUD procurement methods, procedures, and regulations, specifically HUD Handbook 7460.8 REV 2 and 2 CFR 200, Procurement and Authority policies, procedures, and practices for public procurement competitive bidding.

Understanding of budgeting and resource allocation.

Ability to communicate effectively orally and in writing; ability to complete math computations with speed and accuracy.

Ability to utilize Office Suite software and other procurement support software, and to utilize standard office equipment.

Ability to establish and maintain cooperative relationships with diverse groups and maintain positive working relationships, demonstrate good judgement and integrity with FWHS staff of all levels, vendors, and the public.

Ability to work under pressure and manage multiple projects through coordinating, integration, and/or prioritizing.

Ability to read and comprehend operating manuals and procurement policies and procedures.

Ability to exercise discretion and professional judgment, and to maintain confidentiality where required. Ability to prepare and present ideas in English, in a clear and concise manner, both orally and in writing.

Must pass a pre-employment drug screening and criminal background check.

Education

Bachelor’s degree in business administration, Supply Chain Management, Merchandising, or related field is preferred.

Must possess a current Texas Driver’s License, have a driving record in good standing, and be eligible for coverage under FWHS’s fleet vehicle insurance policy.

Salary Range 

$54,963 - $59,900 Based on experience
