The Oakland Housing Authority (OHA) provides subsidized and affordable housing to nearly 16,500 families and is the largest landlord in the City of Oakland. OHA seeks an Assistant Director for the Capital Improvements Department (CID) to lead renovations (not new construction) of OHA’s managed and owned properties. This candidate will work closely with the Director of CID in a department of 78 employees, an approximate department budget of $17 million, and an annual capital improvement program for FY23 of $12 million. This position requires a background in construction and project management. Candidates also should be well versed in safety and environmental requirements and have leadership qualities to successfully manage a large construction crew of skilled laborers, inspectors, superintendents, and project managers. The successful candidate will be an effective communicator, problem solver, critical thinker, and coordinator. THE JOB

The Assistant Director of Capital Improvement will oversee the planning and management of property and building modernization for OHA, with a 2023 CIP budget of $12 million, and lead eight direct reports along with construction crews up to 50 (and growing). This will include some oversight and scheduling of labor, project managers, construction inspectors, and superintendents. While this person may periodically be in the field, this is an administrative role that requires them to assist with the development and implementation of a 5-year capital improvement plan, build effective relationships, and work effectively with other divisions and departments across OHA. They will ensure their team is meeting building and safety code requirements, project deadlines, and OHA quality standards. They will provide staff training, development, and guidance and be an inspirational mentor and leader who others want to follow. They will assist the Director in budget development and propose goals and objectives for the department. Other job duties include fleet operations management, regular meetings with direct reports, providing regular project reports, problem solving, and negotiating contracts.  

 

THE IDEAL CANDIDATE

The ideal candidate will have a strong background in construction and project management, strong organizational and technology skills, creative ideas to solve complex issues, and a focus on improving process efficiencies. This person will have operational leadership experience with larger construction companies, and/or managing construction crews of 50 plus construction laborers and other professionals.    

 

Minimum Qualifications

Equivalent combinations of education, training and experience may be considered:

  • A bachelor's degree in engineering, architecture, city planning, business/public administration, or a related field.
  • A minimum of three years of increasingly responsible experience managing projects or a section or division of maintenance, construction/modernization, or property management.
  • A minimum of five years of experience supervising and managing staff.
  • A valid Class C California driver’s license and an insurable driving record.
