The Richmond Department of Housing and Community Development is currently seeking candidates for the position of Senior Manager, Federal Entitlement Programs.
The Senior Manager is responsible for developing, overseeing, reporting and ensuring compliance with HUD requirements as it relates to the City's Federal Entitlement Programs including CDBG, HOME, ESG and HOPWA. This position will lead a team of Project Development Managers and will manage the development of program designs, fund allocation systems; develop and implement marketing strategies for effective investment through competitive or performance driven processes; reports on City's revitalization efforts and ensures all programs and activities operate within the City's 5-year Consolidated and associated Annual Action Plan.
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of federal entitlement programs under the U.S. Department of Housing & Urban Development; project management; budget analysis; community relations and local government administration; legislative processes and GIS and mapping. Skilled in communicating, both orally and written, with various internal and external departments; planning, directing, coordinating, and evaluating operations; and, providing strategic oversight to the Programs. Ability to be adaptable; balance conflicting priorities; and problem solving.
MINIMUM TRAINING AND EXPERIENCE:
•Bachelor’s degree in urban planning, business, economics, public administration, or a related field
•Four years of related experience
•An equivalent combination of training and experience may be used to meet the minimum qualification. classification
