Functions as a supervisor of the Fiscal unit within the Division of Housing and Community Resources; authorizes payment, develops fiscal projections, approves transfer of monies from accounts, evaluates financial condition or status, monitors internal audit systems, develops budget expenditure projections, and consults with vendors or contractors. Candidate should have extensive knowledge of HUD's federal statutes, regulations and guidelines relating to the administration of the Housing Choice Voucher program, the Mainstream Program, the Moderate Rehabilitation Program, the FSS Coordinator Grant, CARES Act Funding and the Emergency Housing Voucher programs. This will include development of annual Moderate Rehabilitation and Single Room Occupancy budgets and preparation of HUD documents using specified HUD forms for approval by DCA Management. Provides direction to entire fiscal unit and staff that reflects the mission, goal and objectives of the Department. Oversees assigned work to include; planning, directing, decision-making, problem solving, delegating, communicating and evaluating. Evaluates employee performance, develop improvement plan, and enforces policies. Identifies and establishes priorities relevant to staff assignments. Does other related duties as required.
EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in Economics, Finance, Business Administration, Accounting, or Public Administration, with a minimum of twenty-one (21) semester hour credits in finance, economics, and/or accounting courses.
EXPERIENCE: Five (5) years experience in working at a Public Housing Agency or Housing Authority involved in fiscal management which includes public finance, auditing, budgeting, or accounting. Must possess at least 5-years experience working for a Public Housing Agency or Housing Authority, performing a variety of accounting, budgeting, and other financial duties. Must have extensive knowledge of HUD's Federal statutes and regulations relating to the administration of the Housing Choice Voucher program, as well as other HUD related programs. Must be familiar with HUD's financial data schedule system. Must have knowledge of NJCFS and Business Objects Systems. SUBSTITUTIONS A valid New Jersey certificate as a Certified Public Accountant or a registration as a Public Accountant issued by the New Jersey State Board of Public Accountancy may be substituted for the required education. A general Bachelor's degree supplemented by a minimum of twenty-one (21) semester hour credits in finance, economics and/or accounting courses plus two (2) years of experience involving fiscal management which shall have included public finance, auditing, budgeting, or accounting may be substituted for the required education.
LICENSE: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
