King County Housing Authority seeks an experienced Manager to be an integral part of our Support Services team based in Tukwila, Washington. This position reports to the Director of Support Services and will play a key role in numerous areas such as risk management, employee safety, public records management, policy development, and general administrative support.
In this leadership role, you will partner with stakeholders across the entire agency to provide a collaborative, needs-focused approach to solving problems and implementing solutions. This opportunity requires excellent problem solving skills, the ability to comfortably manage multiple priorities and a proven record of accomplishments. Cross-department collaboration, project management, and presentation skills are essential. Exceptional verbal and written communication skills, solution-oriented approach, and relationship-building skills are essential attributes to succeed in this role.
Working in close collaboration with the Director of Support Services and other agency leaders, this position will help craft KCHA’s overarching Enterprise Risk Management strategy. Key responsibilities will include assessing organizational risk, procuring insurance and managing insurance programs, implementing loss control and damage-mitigation strategies, performing cost/benefit analyses, working with insurance companies and legal teams to manage claims, and related work as needed.
Specific duties will include:
- Facilitating the procurement of insurance in alignment with the overall Enterprise Risk Management strategy.
- Managing property loss claims and claim files; conducting investigation of allegations, making recommendations for the resolution, settlement, or denial of the claims; monitoring expenditures related to claims; managing legal counsel.
- Conducting and overseeing safety and loss control inspections; preparing reports of findings and recommendations for remediation; conducting training and consultation to agency departments regarding worker safety, health, and loss prevention/control; preparing written policies and procedures.
- Maintaining accident and incident records; reviewing and analyzing reports of industrial injuries; making recommendations to senior management and board members to enhance loss control and prevention programs.
- Coordinating or participating in the Authority's safety/health, emergency preparedness, and risk management committees.
- Preparing budgets for insurance and risk management programs; reviewing property schedules and values for accuracy; securing appraisals for property; developing risk and insurance cost allocation plans for departments; authorizing claim and insurance payments.
- Reviewing contracts for risk identification; drafting contract terms regarding insurance, identification, and risk transfer; reviewing contracts for risk policy and legal compliance.
From the Support Services perspective, this position may potentially manage a wide scope of administrative functions, such as:
- Overseeing the Public Records Act request process to ensure that the responses are timely, properly redacted, and comply with applicable legal requirements.
- Creating and managing a centralized agency procurement process.
- Supporting security or disaster planning activities.
- Policy development and management.
- Other centralized support services.
Additionally, supervisory responsibilities will include:
- Creating a collaborative, positive and motivating work environment.
- Assigning, directing, training and monitoring the work of staff; rewarding, disciplining, coaching, counseling and evaluating staff performance.
- Embracing and applying principles of diversity, equity and inclusion.
- Actively promoting cross-training and succession planning.

QUALIFICATIONS AND COMPETENCIES:
- Bachelor's Degree in an applicable discipline AND
- Considerable experience managing support functions such as risk management, insurance, safety, loss control, procurement and contract management; supervisory experience with public entity experience preferred OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities:
- Experience and knowledge of the principles and practices of public administration, organization, personnel management and modern supervisory practices.
- Comprehensive knowledge of the following is strongly desired:
- Laws, principles and practices related to occupational safety and health, including workers' compensation and safety record keeping;
- Requirements of Washington Industrial Safety and Health Act (WISHA) related to training and compliance;
- Concepts of property and casualty insurance laws, programs and coverages;
- Risk management and loss control procedures;
- Public entity tort liability, claims, and contract law.
- Ability to analyze problems, identify alternative solutions, and implement recommendations;
- Ability to think critically, creatively, and reflectively;
- Outstanding written and verbal communication skills with the ability to convey clear and timely messages to internal and external stakeholders;
- Ability to effectively use relevant computer software programs essential to be successful in this position.
- Status as an Associate of Risk Management (ARM), Certified Risk Manager (CRM), or an Associate in Claims (AIC) is desirable, but not required.
- Consent to and pass a driver's and criminal records background check.
- Must possess a valid driver's license to regularly travel between work sites, or have an alternative reliable mode of transportation.

Salary & Benefits:
The starting salary range of this position is $95,287 - $130,000.00 annually.
