Full Job Description: 

The Fairfax County Department of Housing and Community Development (HCD) and the Fairfax County Redevelopment and Housing Authority (FCRHA) is searching for a resourceful, organized person with excellent communication skills to monitor transactions in the Housing Choice Voucher (HCV) program and develop a strong team within the Rental Assistance Division. Supervises a team responsible for the Initial move-in and recertification process for the Housing Choice Voucher (HCV) participants including reexaminations, interims, and transfers. Utilizes organizational skills to monitor and manage various reporting requirements for Housing Choice Voucher (HCV) program through the Public and Indian Housing Center (PIC), and Enterprise Income Verification System (EIV) to ensure timely and accurate completion of initial and continuous certifications by reviewing income and asset information, subsidy amount, affordability of unit for participant, and ensure overall file is in conformance with federal regulations and DHCD performance measures and outcome goals. Manages data collection from various systems such as Yardi and completes various annual and special reports. Communicates with internal and external customers such as coworkers, senior management, participants, property owners, third party management agencies, and various federal field offices. Additionally, monitors performance of staff through direct supervision. As a supervisor, will meet regularly with your staff to develop their skills through coaching, mentoring, and training.

Supervises and leads the work of professional staff responsible for occupancy management, property management, selection, orientation, assessment and referral, certification and lease termination;

Participates in the development of policies, procedures and budgets for current and new programs;

Working with other county agencies, non-profit and for profit partners, plans and oversees development of resident services, self-sufficiency and crime prevention programs;

Assists clients by providing assessment, intervention and, in partnership with other human services agencies, education about opportunities for clients to achieve self-sufficiency;

Recommends eviction actions, works with attorneys and testifies in court when necessary;

Performs quality control audits and inspections and instructs staff in the interpretation and enforcement of regulations and compliance with federal, state and local housing related laws and regulations;

Oversees the inspection function, and investigates and documents incidents of alleged program abuse/fraud, and brings such cases to closure through hearings;
 Attends hearings/conferences with applicants and clients to discuss eligibility or possible termination from assistance;

Participates in investigations of alleged incidents of program abuse;

Mediates an appropriate solution to mutual concerns of clients and landlords;

Participates in the development, revision and documentation of policies and procedures, training programs, manuals and handbooks pertaining to the program supervised;

Monitors properties to identify and address residents’ health, safety and security concerns;

Administers/monitors contract property improvements, grounds keeping, painting,
 extermination, major repair work, relocation, custodial services and fire extinguisher maintenance/replacement services;

Prepares annual budget input, reviews financial statements and prepares variance reports;

Writes or assists in writing grant proposals;

Provides a liaison with other county agencies for interagency programs;

Acts in the absence of the Program Manager;

Prepares and presents management reports;

Reviews and approves Housing Assistance Payment requests;

Engages colleagues, customers, and all others in a manner that promotes trust, effective exchange of ideas and productive work experiences;

Makes independent decisions to resolve conflicts to enforce housing program rules and regulations;

Extensive knowledge of and ability to interpret, implement and apply federal, state and local housing assistance regulations;

Knowledge of the full range of human services facilities and programs available to county residents;

Knowledge of the issues associated with low and moderate income families in relation to housing issues;

Ability to communicate effectively both orally and in writing including public speaking; Ability to plan, supervise and train staff;

Ability to investigate and detect fraud;

Ability to establish and maintain effective, cooperative working relationships with clients and professionals in the residential, business and human services communities;

Ability to be tactful and understanding with clients;

Ability to negotiate and mediate solutions between clients and landlords;

Ability to meet deadlines;

Ability to evaluate bids and monitor contractors;

Ability to use current computer applications;

Ability to review complex data to identify issues or concerns and recommend solutions;

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor’s degree in sociology, counseling, psychology, public or business administration or a related field; PLUS, Four years of experience in the field of human services, Choice Voucher, real estate, homeownership, relocation, or property management.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.  
 
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

 PREFERRED QUALIFICATIONS:

Strong interpersonal and communication skills.

Experience working for a Moving to Work agency.

Strong experience in federal, state, and local housing programs.

Certification in one or more of the following areas: Public Housing Manager, HCV Housing Occupancy Specialist.

Experience with HUD’s EIV and PIC systems.

Experience extracting data for reports from a PHA system of record such as Yardi.

Demonstrated record of establishing and maintaining effective working relationships with internal and external divisions and agencies.

Ability to communicate effectively, both orally and in writing.

Two years of progressive responsibility in directly supervising, managing, and developing a team of professionals. 

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. However, employee may be required to do some walking, standing, bending, and able to lift and carry items under 15 pounds of weight. Must communicate with others. All duties may be performed with or without reasonable accommodations.
