ABOUT THIS POSITION

The Neighborhood Services Department (NSD) is dedicated to making Phoenix a community of desirable neighborhoods and helping residents to access critical services and resources. To achieve these goals, NSD administers a number of programs that preserve, enhance, and engage communities across the City.

The Housing Rehabilitation Specialist will be responsible for inspections of substandard residential/multifamily structures and the preparation of specifications for rehabilitative and remodeling work. Work includes making physical assessments and cost estimates; assisting in developing plans and specifications, conducting inspections to monitor contractors' compliance with plans/scopes, specifications, codes, workmanship standards; and assisting owners and occupants throughout the rehabilitative process.

Work is performed under the general supervision of the Housing Rehabilitation Supervisor or Program/Project Managers. The Housing Rehabilitation Specialist will also be required to obtain and maintain specialty certifications including multiple from the Building Performance Institute (BPI, and Lead Certifications from the EPA. The Housing Rehabilitation Specialist will also be responsible for developing scopes of work that follow all applicable Local, State, and Federal regulations with the assistance of the associated Project Managers. The Housing Rehabilitation Specialist will also ensure project timelines and standards are met, and complete other duties as assigned.

SALARY

$23.03 (minimum) - $33.83 (maximum) hourly / $47,902.40 - $70,366.40 annually. Candidates may be hired up to $70,366.40 depending upon qualifications.

Pension Information

MINIMUM QUALIFICATIONS

  • Three years of experience in construction or construction inspections and determination of compliance with applicable codes.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • May be required to:
    • Work irregular hours, second and/or third shifts, weekends, holidays, and evenings.
    • 50% of the job requires working in a fast-paced office environment.
    • 50% of the job requires working outside in a variety of environmental extremes such as heat, cold, rain, air pollution, and dust.

  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Bilingual in Spanish.
  • Experience working in construction project management.
  • Experience interpreting blueprints and architectural drawings.
  • Experience with code compliance of the International Residential Code (IRC).
  • Experience with Data Base entry and proficiency with Microsoft Suites (Word, Excel, etc.)
  • Experience developing scopes of work, structural specifications, and cost estimates for projects.
  • Experience with answering customer questions and communicating with customers via phone and/or email.
  • Experience in the areas of Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME), Weatherization Assistance Program (WAP), or other federally funded programs.
  • LEAD Supervisor and Risk Assessor certification, BPI BA certified, Code Inspector certificate.
