The Teton County Joint Housing Authority (TCJHA) is seeking an Executive Director to lead the activities of this nonprofit organization that serves the County of Teton, Idaho, and the cities of Driggs, Tetonia, and Victor. This is a newly created position and is the only current employee for the TCJHA. TCJHA provides more affordable housing options to the region and the Executive Director will be instrumental in launching several planned housing projects, an ADU incentive program, other housing initiatives, as well as crafting policy and administrative processes and communicating progress and new opportunities to the public. TCJHA is looking for a self-starter, visionary, communicator, and strategic thinker. Being the only employee, this Director will have to wear many hats, which include supporting the Board of Directors, working with developers, and other administrative, budget, and programmatic duties. The Executive Director will possess a background in housing, real estate, and/or land use, and/or economic development. They will oversee an approximate operational budget of $250,000 and regularly work with the TCJHA Board and several outside consultants. In addition to being fiscally responsible, they will be informed of federal and state housing programs and various resources available to medium- and low-income families. THE JOB

The Executive Director of the Teton County Joint Housing Authority (TCJHA) has the exciting opportunity to lead this brand-new government agency. They will oversee a growing budget of approximately $250,000 and essentially work as a one-person operation, with some support from the TCJHA Board and outside consultants. The next Executive Director will be a working leader and be responsible for developing and implementing a variety of housing projects for the agency. They are also coming into a great job where many of the studies and research has been done, and now it is time to implement the work. This includes a Housing Needs Assessment, Affordable Housing Strategic Plan, and Housing Supply Plan. “Affordable Housing” in this role is defined as housing accessible to 30%-120% of Area Median Income (AMI). As the leader of the TCJHA, they will regularly interact with the Board and the public, including regional partners, community groups, employers, and local jurisdictions toward defined housing goals. The Executive Director will wear many hats and oversee everything from recordkeeping to bookkeeping, external communications, budgeting, negotiating, and strategic planning.

 

THE IDEAL CANDIDATE

The ideal candidate will be passionate about developing affordable housing options for communities in order to promote social, economic, and environmental sustainability. They will be highly dependable and committed to their role and have strong independent working skills and self-sufficiency. They will understand the political nature of public housing and navigate it effectively with poise and expertise. The successful candidate will know a little bit of everything, including administration, finance, and policymaking. They will be an excellent communicator who has strong writing, speaking, and listening skills and have a background in development, real estate, architecture, landscape architecture, planning, economic development, public administration, and/or other related fields. They should also be familiar with analyzing dense sets of data to make important recommendations and decisions. They will be a self-starter with the ability to work independently on multiple tasks with a high degree of accuracy.  

 

Employment Standards

  • Possession of a valid Driver’s License upon hire
  • Bachelor’s degree in public administration, housing, urban or regional planning, architecture, landscape architecture, business administration, construction management, or a closely related field; AND
  • Four years of government or nonprofit experience, including leadership position; OR
  • Master’s degree with at least two years of experience; OR
  • An equivalent combination of education, experience, and training to effectively perform the duties.

Desired

  • Spanish fluency
