King County Housing Authority (KCHA) is currently recruiting for a talented Equity, Diversity and Inclusion Program Manager to join the inaugural Office of Equity Diversity and Inclusion (EDI) located in Tukwila, Washington.
KCHA aspires to become an anti-racist organization both within the agency and in the communities it serves. Acknowledging a range of intersectional identities and placing an intentional emphasis on racial equity, KCHA established the Office of EDI to help shape and lead organization-wide strategy to embed EDI into every aspect of KCHA’s work. The Office of EDI provides agency-wide support, including to the Board of Commissioners, needed to help KCHA live out EDI values in its work every day to enhance and achieve KCHA’s mission, vision and strategic goals.

Under the supervision of the Senior Director of Equity, Diversity & Inclusion, a member of KCHA’s Executive Team, the Equity, Diversity & Inclusion Program Manager will be managing, evaluating and overseeing the implementation of a broad range of Equity, Diversity and Inclusion (EDI) programs and activities. Responsibilities include developing and evaluating EDI audit/review programs, reviewing a variety of operational processes aimed to assess and/or enhance equity, facilitating workforce development strategies, maintaining databases, presenting information, and data analysis and reporting.

- EDI Program Development: Plan, organize, and evaluate initiatives and activities aimed to support KCHA's EDI programs and activities. Analyze, develop, and implement policies and procedures applicable to cross-departmental EDI initiatives. Participate in developing, implementing and evaluating plans, work processes, systems and procedures to achieve annual goals, objectives and work standards. Serve on a variety of committees and task forces, including spearheading a Housing Authority EDI Council. Prepare statistical and operational records and reports. Attend technical workshops, professional development opportunities, and local meetings to stay abreast of current trends and issues impacting the EDI sector.
- Program Evaluation & Assessment: Coordinate agency-wide activities aimed to assess KCHA's efforts on EDI and cross-cultural inclusion programs, establish best practices and identify programs to remove barriers that hinder engagement, particularly among hard-to-reach and/or hard-to-retain populations (internal - employees and external - residents/applicants & stakeholders). Research, prepare and coordinate EDI reports with recommendations aimed to address program deficiencies and/or concerns related to EDI principles. Coordinate activities among KCHA's employee committees to enhance KCHA's culture of inclusive collaboration and leverage resources. KCHA's committees include, but are not limited to Race, Equity and Inclusion (REDI), Green Team, Employee Association, Data Governance, Emergency Preparedness, Environmental Health & Safety and Wellness & Resiliency. Develop, implement and evaluate a mechanism to provide technical assistance live, on-demand and/or recorded aimed to mitigate unconscious bias, to educate and shape organizational culture, practices and systems through an equity lens within the agency and the communities we serve.
- Data Analysis, Reporting & Outreach: Identify, track and assess EDI metrics and prepare periodic reports for senior management for evaluating/measuring the impact of the EDI programs and activities, including but not limited to cross-cultural resource initiatives for return on investment. Collaborate with HR, Housing Management and Policy, Research and Social Impact teams to develop survey instruments to measure satisfaction of EDI initiatives. Create instruments linking EDI and cross-cultural awareness to KCHA's performance management processes, initiatives and strategies. Develop multicultural and multilingual strategies, implement metrics aimed to assess progress made by KCHA with its efforts to foster courageous and inclusive conversations aimed to address specific concerns and/or issues. Oversee the implementation of operational interventions related to EDI and/or cross-cultural initiatives and activities. Maintain a network of public and private partners who to amplify KCHA's EDI efforts. Provide agency-wide support programs aimed to assist underrepresented, hard-to-reach and/or hard-to-retain populations (internal and external). May lead outreach efforts for third-party vendors and other key stakeholders to supplement KCHA's EDI programs and activities. Conduct compliance reviews and/or monitor reports to measure success and meet goals. Provide technical assistance to help operations embed EDI principles into their operations.

QUALIFICATIONS AND COMPETENCIES:
- Bachelor's Degree in Human Resources, Economics, Public Administration, Public Policy or closely related field AND
- Three years of experience in program development, implementation and/or evaluation in Human Resources, Equity, Diversity and Inclusion, Business Administration, Public Housing or a closely related field OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills, and Abilities:
- Thorough knowledge, understanding and ability to interpret federal and state regulations, policies, and procedures related to equity, diversity & inclusion, Civil Rights Act of 1957, and HUD’s Title VI Regulations.
- General knowledge of principles, methods, and applications of data gathering, analysis and report preparation techniques.
- Applies effective written and verbal communication techniques to convey clear and timely messages to internal and external stakeholders; communicates clearly and effectively via multiple methods.
- Prepares clear and concise reports.
- Presents frameworks and recommendations clearly, logically and persuasively.
- Interprets and explains complex data analyses and research findings for technical and non-technical audiences.

Salary & Benefits:
The salary range for this position is $82,547.00 - $108,000.00 annually.
