The Oakland Housing Authority (OHA), providing subsidized housing to nearly 16,500 families as the largest landlord in the City of Oakland, seeks a Director of Enterprise Risk Management (Director) to create and oversee a new division under the direction of the Chief Officer of Program & Finance Administration. The OHA is looking for a flexible, communicative, and respectable leader who is capable of rebuilding the enterprise risk management program for OHA. The Director will oversee the Risk Management Division, which includes a staff of two. The ideal candidate will ideally be a Certified Risk Management Professional who will oversee four critical areas of the Division: insurance program placement and management, contract review, claim management, and enterprise risk management architecture and implementation. They will have a strong understanding of risk management and insurance policies and best practices in the industry. They will also be proactive and engaged in mediating potential risks, managing affiliate relationships, reviewing contract language, and offering support as incidents occur. Having a background working with law enforcement is helpful, as is knowing the risk issues associated with an organization that provides public safety. The Director will have the insights and expertise to leverage the OHA’s Insurance and Risk Management program into an enterprise-level system. THE JOB/ IDEAL CANDIDATE

The Director of Enterprise Risk Management (Director) will oversee Risk Division and rebuild the risk management program. They will have two reports, and report to the Chief Officer of Program & Finance Administration. Having a strong understanding of risk management and insurance policies is essential for this role, as is being able to offer advice for issues occurring in real time. The Director will ensure the organization's risk management policies and strategies are compliant with regional, state, and federal regulations, industry standards, and strategic organizational initiatives.  

 

A candidate with experience interacting with public safety is highly desirable, as the Director will work closely with OHA’s Police department to identify loss trends, safety, loss prevention needs, etc. They will be an exceptional relationship builder, working with internal departments, vendors, the Board, brokers, and other key stakeholders. They will be highly organized and able to manage OHA’s insurance (property, general, auto, cyber, and access liability, worker’s compensation, D&O, fiduciary, employment practices auto, and cyber). The ideal candidate will be a strategic thinker, effective communicator, and a talented planner. They will anticipate any challenges that may impact the OHA and work to create solutions for them.

 

Employment Standards
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be through the following:

  • Bachelor's Degree in risk management of business/finance-related field
  • Minimum of 10 years of experience with housing authorities, property management, or insurance brokerage background
  • One of more of the following professional certifications:
    • Certified Risk Management Professional (CRMP)
    • Certified Insurance Counselor (CIC)
    • Associate in Risk Management (ARM)
    • Chartered Property Casualty Insurance (CPCU)

Desired:

  • Experience with law enforcement
