Class Summary:  Incumbent is responsible for planning, coordinating and directing all of the Agency's operational budgets and related expenditures.


Distinguishing Characteristics: The Budget Director is a standalone classification which is distinguished from other classes by its responsibility for planning, directing and coordinating the Agency's operational budget.

Essential Duties Include:

1.    Prepare and monitor the Agency's operating budgets and related revenues and expenditures, prepare reports, and identify areas of concern

2.    Compile and analyze financial information for Agency programs sufficient to accurately prepare and submit required financial reports and other supporting documents; ensure Agency compliance with internal and external reporting requirements; ensure that financial and compliance audits do not result in any major findings.

3.    Provide financial support and guidance for Agency's RAD-PBRA program.

4.    Provide financial support for the Agency's Congregate Housing Services Program (CHSP)

5.    Assist the Agency in achieving the maximum possible score under the Management and Occupancy Review (MOR) and Public Housing Assessment System (PHAS) indicators.

  • Percent of Time: 5%

6.    Conducts research on special projects as they relate to budget and reporting and present results to include:  assessing the potential financial impact of the project on the Agency; collaborating to establish deadlines for accomplishing project objectives.

7.    Coordinate with other Agency staff to accomplish goals and objectives as they relate to budget and reporting.

9.    Must abide by all Board approved policies prohibiting discrimination and harassment, executive communications, administrative procedures, and safety procedures established by the PHA.

Required Qualifications
Education:  Bachelor's degree in Accounting, Public Administration, Business Administration or related degree
Experience:  Five years of relevant experience at the C Band level or above such as budgeting, financial control, insurance or related experience.  Additional relevant experience can substitute for education on a year-for-year basis.
Supervisory: One year
Physical Requirements:

Knowledge, Skills and Licensing

Knowledge (position requirements at entry):

Knowledge of:

·         Knowledge of Generally Accepted Accounting Principles (GAAP) and auditing practices;

·         Knowledge of RAD-PBRA program.

·         Accounting, budgeting, and financial management theories and principles;

·         State and federal financial reporting requirements and regulations;

·         Supervisory principles including interviewing, training and performance management techniques.


Skills (position requirements at entry):

Skill in:

·         Preparing clear and concise financial reports and memos;

·         Giving presentations;

·         Interpreting federal and state accounting policies and procedures;

·         Coordinating, supervising and evaluating the work of others;

·         Using computers and related software applications;

·         Analyzing, and interpreting financial statements and reports;

·         Projecting and forecasting financial performance; performing long-term and strategic financial planning;

·         Making policy recommendations based upon financial data;

·         Making recommendations based upon financial data and information;

·         Performing long-term and strategic financial planning;

·         Giving presentations;

·         Prioritizing and handling multiple projects;

·         Maintaining accurate files and records;

·         Monitoring and tracking budgets;

·         Interfacing with Department heads, managers and regulatory officials;

·         Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the public, etc. sufficient to exchange or convey information and to receive work direction.
