The Oakland Housing Authority (OHA) seeks an Assistant Director of Property Operations to provide leadership within the Property Management Department. This position will oversee a $42 million portfolio and  51 property operations employees. This portfolio was built in the 1970s and needs some major updates to its curb appeal, making this an exciting endeavor for the new Assistant Director. This position requires someone who is passionate about making operational changes and has the experience to effectively implement such changes. The successful candidate will have a background in operational finance, maintenance, construction, and leased housing. They will be a natural leader who can set goals for their team, inspire a team, create training manuals and operating protocols, and hold staff accountable. The next Assistant Director will be eager to serve the public and understands the importance of creating connections. Someone who can champion innovative ideas and see them through will do well in this role. THE JOB

The Assistant Director of Property Operations serves as a leader within the Property Management Department, ensuring staff are meeting expectations and residents are receiving the support they need from OHA. The Assistant Director oversees a $42 million portfolio and  51 property operations employees in the Capital Improvement Department and reports to the Director of Property Management, acting as Director in their absence during Board of Commissioner’s meetings and other events. This portfolio of public housing units includes large developments, multiple scattered sites, and other housing rental units. They will oversee several projects, including an effort to revamp former public housing units to improve their curb appeal and livability. They will also oversee asset preservation, program compliance, and maintenance functions. Other key responsibilities include core management duties, such as training staff, helping the team meet goals, and creating a motivational work culture.

The ideal candidate will combine their interpersonal and management skills with their technical abilities to serve the department. Ideally, candidates will have a working knowledge of Yardi, Laserfiche, DocuSign, and Tableau, along with the ability to learn new systems and processes that will aid their daily responsibilities.

Employment Standards
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be through the following:

  • Bachelor's Degree in finance, public or business administration, or closely related field
  • Seven years of progressively responsible experience in residential property management and multi-family housing portfolio management
  • Possession of valid California Class C Driver's License
  • Possession of Public Housing Manager (PHM), Certified Property Manager (CPM), or comparable professional certification

Desired:

  • Bilingual skills in English and Spanish, Cantonese, Mandarin, and/or Vietnamese

Salary and Benefits: Annual Salary $141,797 - $164,441 DOE/DOQ and an attractive benefits package.
