Responsible for performing a variety of complex and diverse managerial and administrative duties pertaining to the overall effectiveness and efficiency of the INLIVIAN’s public, private, and mixed finance housing properties. Oversees the operations of approximately 3,600 housing units and ensures high standards of customer service throughout housing sites. Revises policies, procedures, and plans to ensure and maintain program compliance with LIHTC, RAD, private investors, and HUD’s changing regulations and guidelines, and makes administrative and management decisions concerning overall operations of applicable plans. Accountable for a portfolio that meets the challenges of maintaining standards of excellence including but not limited to, satisfied residents and economically sustainable properties that meet the goals of the Owners and the mission of INLIVIAN. Exercises considerable independent judgment and initiative in performing the duties of the position and must exercise tact and courtesy in contact with federal, state, and local officials, consultants, housing agencies, residents, and the general public. The duties listed below are intended only as illustrations of the various types of work that may be performed. Responsible for the financial performance and overall operations of an assigned portfolio. This role assures the integrity of the physical asset, while maximizing returns in accordance with INLIVIAN’s purpose, values, and goals while assuring compliance within all affordable housing programs. Leads, trains, and develops District Managers while directing and monitoring the professional development of Property Managers, on-site teams, and other support positions of the portfolio responsibilities include, but are not limited to the following:
1. Responsible for strategic planning, developing, implementing, and administering the overall goals and responsibilities of the department. Writing and updating Standard Operating Procedures, prepares for and monitors routine internal and external audits, and responsible for compliance in a wide variety of apartment programs and financing requirements. Sets operational goals of the properties and establishes standards for office management, accounting and reporting, leasing, traffic and documentation and resident relations Actively leads, manages, and develops a culture of continuous improvement to ensure effective planning, high standards for management services, and appropriate controls to ensure revenue and performance is consistent with agreed targets. Setting expectations for high levels of Customer Service and overseeing resident relations.
2. Directs and provides guidance to Property management staff in the development and implementation of policies to ensure all procedures follow LIHTC, RAD, private investor, and HUD guidelines, and ensures program compliance in all areas of property management with INLIVIAN.
3. Oversees and provides approval of individually prepared site budgets that will meet the goals of the Owner and INLIVIAN. Review Leasing & occupancy activity to meet budget/proforma expectations, prepares staffing plans, coordinates maintenance schedules (e.g. annual inspections, preventative maintenance) and required narrative and statistical reports for submission to the Executive Vice President of Real Estate Management, the Board of Commissioners (BOC). Reviews reports prepared by departmental staff.
4. Performs site inspections and works in conjunction with the SVP of Maintenance to ensure the physical conditions of the INLIVIAN properties to remain in sustainable and marketable condition.
5. Works with SVP of Maintenance and the District Managers to provide guidance to the maintenance staff in providing skilled trade services (e.g. electrical, plumbing, HVAC, etc.) for INLIVIAN properties and oversees response to routine and emergency repair requests to ensure timely and successful resolution of problems. Directs the preparation of annual maintenance schedules and budgets and their implementation to guarantee quality, efficiency and effectiveness in operations of 3,600 apartment units presently including market rate, project-based assisted housing, tax credit-funded, and affordable housing. Reviews various inspection reports (annual, lender, customer service, etc.) and determine property needs and ensure deficiencies noted are corrected.
6. Confers with the Life Coaches of INLIVIAN’s CORE subsidiary to assist resident family members to more fully and successfully participate in educational and economic programs and to attain life opportunities and objectives.
7. Supervises staff, providing ongoing assistance to support a positive and productive working environment. Ensures strict adherence with staff on-boarding protocols. Evaluates staff performance and determines training needs/development in order for staff to be successful. Approves and oversees the selection, employment, training, direction, supervision, utilization, discipline, and termination of Division employees and makes recommendations for other personnel-related activities. Sets standards, frameworks, performance indicators and protocols, identifying necessary responses to overcome performance issues and takes appropriate action where required.
8. Interacts with businesses, public officials, and public agencies to successfully maintain positive INLIVIAN image and working relationships.
9. Performs other duties as assigned.
Education and Experience
Bachelor’s degree in Business, Public Administration, or related field from an accredited college or university and five (5) to seven (7) years of progressively responsible experience in management or in an administrative capacity in property management or low-income housing.
The following certification(s) must be obtained within eighteen (18) months of employment or other allowable period of hire as authorized by the Executive Vice President of Real Estate Management:

Knowledge and Skills
1. Thorough knowledge of the modern principles, practices, and techniques of property management.
2. Thorough knowledge of the relationship of PHA's to other federal, state, and local jurisdictions and their abilities to provide funds or other support to the INLIVIAN.
3. Thorough knowledge of INLIVIAN operating policies and procedures, pertinent HUD, RAD, private investor, and LIHTC regulations, and federal, state, and local laws and regulations pertaining to housing programs.
4. Thorough knowledge of the modern principles, practices, and techniques of personnel management, training, goal- setting, and performance evaluation.
5. Thorough knowledge of procurement regulations and OSHA requirements.
6. General knowledge of the modern principles, practices, and techniques of maintenance and other functional areas within the INLIVIAN.
7. Thorough knowledge of the modern principles, practices, and techniques of budgeting and accounting, and of the function and operation of the construction industry.
8. Skill in presenting information in a clear, organized, and convincing manner.

The Senior Vice President of Portfolio Management receives instructions from the Executive Vice President of Real Estate Management regarding agency goals, their priorities, and special assignments. The Senior Vice President of Portfolio Management routinely works without the direction of the Executive Vice President of Real Estate Management and is free to develop methods, deadlines, and/or objectives. Normally the employee makes independent decisions pertaining to situations not covered by specific guidelines, but the Executive Vice President of Real Estate Management is consulted in serious or unusual circumstances. The work of the Senior Vice President of Portfolio Management is reviewed for progress, achievement of goals as appropriate to the circumstances, and compliance with procedures.
The employee provides guidance to subordinates within the Property & Asset Management Division, developing activities, setting priorities, establishing timelines, and modifying or making changes in the course of achieving goals and priorities. The employee monitors the work of subordinates for accuracy, completeness, conformity to policy, and achievement of goals or objectives.
Guidelines followed include published laws, regulations, handbooks, codes, and ordinances. Materials used vary with the project and the entities involved, and independent research is necessary depending on the activity and/or project requirements.
The Senior Vice President of Portfolio Management performs a wide variety of non-routine tasks, which are not always clearly related. The employee must identify the work that needs to be done, determine how to accomplish it, and coordinate, integrate, and prioritize a variety of tasks or assignments. The employee must make regular decisions involving usual and unusual circumstances, conflicting data, conflicting and competing demands, or other non-routine occurrences. The employee must coordinate costs, timing, funding availability, contracting requirements, and working relationships of fund providers in the development process.
Decisions and issues facing the employee involve multiple organizational units. Difficulty may be experienced in convincing staff, peers, and other individuals to concur with decisions made regarding day-to-day priorities, operational objectives, and goals.
Scope and Effect
The employee's work affects other INLIVIAN departments, the INLIVIAN's housing programs, its residents, and the financial viability of the INLIVIAN and can determine to a great extent the quantity and quality of housing and services the INLIVIAN is able to provide for low-income families. Successful accomplishment of work responsibilities by the employee ensures the INLIVIAN is operationally efficient and enhances the INLIVIAN's ability to provide housing that is decent, safe, and sanitary, with adequate services for its residents.
The Senior Vice President of Portfolio Management has contact with a broad range of individuals including coworkers, applicants, residents, business firms, contractors, consultants, local, state, and federal officials Personal contacts serve multiple purposes including: giving or gaining information, planning, coordinating, and advising, motivating, influencing, directing persons or groups, and justifying, defending, negotiating, and resolving significant and/or sensitive and controversial issues.
