Full Job Description: 

As a Senior Assistant County Counsel with Washington County Counsel’s Office, you will provide a full range of legal services to assigned departments representing the County and the Housing Authority of Washington County in all aspects of housing law. As a member of the County’s legal team, you will represent departments involved in the development of public and affordable housing, the administration of public and affordable housing programs, the provision of supportive housing services, HUD regulated housing programs, provide advice for complex real estate acquisitions and transactions, and represent the Department of Housing Services and the Housing Authority of Washington County in proceedings before courts, boards, arbitrators, and other administrative agencies, as well as provide sound legal and risk management advice across a broad spectrum of general legal issues related to housing programs.  

The successful candidate will demonstrate the ability to represent the County and the Housing Authority in many complex legal areas with minimal direction and supervision. The ability to problem-solve and utilize innovative legal skills to provide creative solutions to clients to achieve their goals is essential. Duties may include:

Advises County department heads and managers and prepare opinions on complex legal issues; prepare contracts and ordinances; oversees the filing and hearing process for land use ordinances.

Researches, studies, and interprets the application of laws, court decisions and other legal authorities and precedents for the preparation of cases, opinions, and briefs. 

Prepares for trial and assist in prosecuting claims on behalf of the County; defend suits against the County and its employees; write briefs and argue appeals; address litigation matters; prosecute cases of civil forfeiture.

Attends meetings of boards and commissions, hearings, and trials to give legal advice and counsel; represent County in State and Federal administrative bodies.

Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.

Performs related duties as assigned.

Position specific duties may include:

Serve as the Department of Housing Services ("Department") and the Housing Authority of Washington County's ("Housing Authority") legal counsel and advisor on all legal matters relating to the Housing Authority's operations, programs, and activities. This includes, but is not limited to, the Housing Authority's Public Housing and Section 8 programs, real estate acquisition, disposition and redevelopment activities, asset management, litigation management, contracting and public entity law and governance;

Provide legal opinions, legal interpretations, and recommendations to the Department's and the Housing Authority's executive staff, senior management, the Board of Directors relating to Housing Authority operations, and the Board of County Commissioners related to Department operations;

Review and approves staff reports and proposed resolutions to the County Commission and the Housing Authority's Board of Directors;

Assume responsibility for general corporate governance, including but not limited to maintaining, updating, and ensuring compliance with corporate formation documents and other related filings for the Housing Authority and its affiliated agencies; and providing counsel at Board of Commissioner or Board of Directors meetings;

Assume responsibility for ensuring that the programs and activities of the Department and the Housing Authority are conducted in compliance with applicable laws, statutes, codes, and regulations;

Provides legal support on a broad variety of real estate and financing transactions;

Participate in the development of Department and Housing Authority policies, procedures, and related business documents.  Advises the County Board of Commissioners, Housing Authority of Washington County Board of Directors, executive staff, and senior management on legal matters related to governance and the policies, programs, and projects of the Department of Housing Services and the Housing Authority;

Develops a clearly understood framework for legal policies and practices within the Department and the Housing Authority;

Education and Experience:
A typical way to obtain the knowledge and abilities would be:

Bachelor's degree (BS or BA) AND

Juris Doctor (JD) from an accredited college or university AND 

A minimum of seven (7) years of professional-level legal experience AND 

Current membership in the Oregon State Bar Association.

Background Investigation
This position requires that successful candidates pass a criminal history background and professional licensure check.

Selection Process:
1. An evaluation of training and experience of submitted application packets will be performed by Human Resources. Review of applications will occur the week of July 6, 2021.

2. A Subject Matter Expert (SME) Panel will perform an in-depth evaluation of experience and training taken from your employment application materials to include responses to supplemental questionnaire. This process will begin after July 12, 2021.
3. Our goal is to schedule oral panel interviews with candidates that successfully pass the Subject Matter Expert Review step as soon as feasibly possible.
