This is an exempt management position. Under the direction of the Director of Operations, this position supervises a staff of 20 professional employees, and manages a HCV program of approx. 7,200 vouchers, including VASH, Homeownership, Emergency Housing Vouchers, Project-based Vouchers, and Portability.
The desired candidate must have the skills and technical knowledge to perform all HCV program tasks and be a “can-do”, high-energy leader who delegates appropriately, but is also willing to be a working manager. Must have exemplary interpersonal skills and adapt quickly to changing priorities.
Master’s and/or Bachelor’s Degree in Business, Public Administration or a related field plus seven (7) years of progressively responsible managerial and administrative experience related to the duties of this position. Applicable experience may be substituted for a degree. Familiarity with the Section 8 Programs and related regulations of the U. S. Department of Housing and Urban Development is necessary. Knowledge of Yardi program management software is highly desired.
Ability to set priorities and give overall direction by establishing goals, objectives and procedures for the Housing Choice Voucher Program, consistent with specific HUD regulations, and priorities established by the Board of Commissioners and the Executive Director.
Ability to manage the day-to-day operations of all aspects of the HCV program, including wait list management, applicant screening and eligibility determinations, annual and interim re-certifications, property inspections and HQS/UPCS enforcement, and ensuring staff compliance with applicable HUD rules and regulations and SLHA policies.
Skill in monitoring, developing, and implementing standard operating procedures within the work group to improve the level of customer satisfaction and employee productivity. Assist with staff development and training of new staff and participate in agency’s onboarding of new employees.
Ability to solve moderately complex problems and/or conduct moderately complex analysis that leads to effective program administration.
Skill in preparing and submitting timely and accurate reports for the SLHA Board of Commissioners and Executive Director, including but not limited to program utilization reports, participant certification reports, financial reports, statistical data, and any other reports necessary to demonstrate compliance with departmental goals.
Skill in monitoring actual versus budgeted expenditures and income.
Considerable skill in working harmoniously with owners, landlords, managers, residents, local community groups, HUD and local political officials and other SLHA employees.
