Miami-Dade Public Housing and Community Development Department (PHCD) manages more than 9,000 public housing apartments and provides financial help through the federal Section 8 program to more than 17,000 families. Our support services include assisted living facilities for the elderly and self-sufficiency programs for our tenants. We rely on federal and state grant programs to fund our programs. We work closely with the U.S. Department of Housing and Urban Development's (HUD) on our public housing and, with the State of Florida, the development of affordable housing.
This position is responsible for oversight of the Section 8 Housing Choice Voucher (HCV) Division of Miami-Dade Public Housing and Community Development (PHCD). The day-to-day operations of the Section 8 HCV program is handled by a private sector administrator. The Section 8 HCV Division Director has oversight responsibility of this administrator.
Candidates must have specialized experience displaying knowledge of all federal housing policies and regulations, to include all applicable regulations deemed to operate a successful Section 8 HCV program. The incumbent requires exceptional writing skills and must provide examples of how they have successfully implemented new policies and procedures, inclusive of training of staff. The incumbent must also meet the minimum qualifications which include a bachelor’s degree and a minimum of four years of experience in the preparation and administration of contracts to include one year of supervisory experience and U.S. HUD approved training in Section 8 programs, regulations and related subjects including housing quality standards is required. Additional experience may substitute for the required education on a year-for-year basis. Law degree or Masters in a relevant discipline is preferred.
This position will also provide advanced financial project management oversight of the Section 8 HCV programs, including experience in the preparation and administration of contracts, compliance with U.S. HUD regulations and related subjects including housing quality standards. Additionally, the incumbent will manage and maintain the broad objective of ensuring that all constituents that participate in the Section 8 voucher program receive efficient support and ensure that all work efforts managed by the private sector administrator are in accordance to U.S. HUD regulations with the goal of remaining compliant with U.S. HUD requirements. Candidate must have the technical expertise, management experience, and knowledge in federal, state, and local housing programs and regulations including subsidized and affordable housing to manage multiple and simultaneous projects in an efficient and effective manner.
The candidate must also demonstrate knowledge and experience in work with Section 8 HCV Project Based Vouchers (PBVs), and understanding of the relationship between the Rental Assistance Demonstration Program (RAD) and the PBV program. The incumbent must also have experience in addressing inquiries, written and verbal, from regulatory bodies, elected officials and public.
