The starting annual rate for the position is between $81,000 - $101,750
This represents the Min to Mid salary range.
PURPOSE OF POSITION
This position supports Tacoma Housing Authority’s strategic and operational objectives in the following way: Assesses organizational risk, implements loss control and damage mitigation strategies, works with insurance companies and legal teams to manage claims. Coordinates and administers THA’s Emergency Preparedness program. This is a hands-on position that ensures safety programs are developed and implemented to encourage safe work practices and provides technical expertise, support and training for all departments relating to safety and health, risk, and emergency management.
The Risk Manager will perform all responsibilities in service to THA’s social justice and business mission to assist low-income households and other customers, and to do so in ways that aspire to programmatic and administrative excellence.
ESSENTIAL DUTIES AND RESPONSIBILITIES
RISK ANALYSIS AND MANAGEMENT
- Responsible for managing all aspects of risk management for the organization through critical evaluation and identification, mitigation, and program development to address existing and emerging, strategic and operational risks. Lead efforts in abuse prevention, emergency and disaster response, facility and employee safety and security. Regularly analyze security reports and trends in partnership with Property Management;
- Review and analyze incidents, accidents and claims. Review reports with appropriate department(s) and initiate actions to mitigate recurrences. Collaborate with Property Management and Asset Management on efforts to identify and mitigate property and liability risks. Present summary findings of investigations to the safety committee;
- In partnership with the Contracts and Procurement Manager and Asset Management, organize, develop and implement effective risk management loss control and prevention programs to protect THA from risks and exposures that threaten its financial and operational viability.
- In collaboration with relevant department leadership, ensure safety, security and risk practices and policies are in alignment with generally accepted risk management practices for necessary risk mitigation;
- In partnership with THA’s insurance carriers, inform Human Resources and other departments about training that is required under our insurance agreements. Provide support for designing and executing that training where necessary. Perform annual audits of required training to ensure compliance;
- Monitor compliance with L&I, OSHA, and other life/safety regulations; work directly with the regulators and perform agency audits of regulatory compliance;
- In partnership with appropriate departments, assist with litigation and complaints related to risk, safety and health.
SAFETY AND HEALTH MANAGEMENT
- Manage the Accident and Illness Prevention Program. Review and update safety and accident prevention policies, procedures and tasks. Conduct after-accident reviews; implement preventative training or corrective actions; if necessary, coordinate results and actions with Human Resources;
- In partnership with all departments, work to identify, mitigate and manage existing and emerging strategic, financial and operational risks related to client and employee safety, organizational reputation and optimization and retention of assets;
- Develop, implement and oversee safety education, accident investigation and reporting, and worker safety training for supervisors and staff. Acquire and maintain certifications as a trainer for various safety training programs such as, respiratory protection, First Aid-CPR, SME for fall protection for the provision of in-house training;
- Ensure that all safety and health rules, standards and procedures are observed; conduct regular inspections and audits of work areas and practices to eliminate potentially hazardous conditions; arrange for, conduct and ensure that accident investigations of all accidents are formally reported;
- Investigate accidents and injuries to determine cause and prepare prevention recommendations;
- Research and provide information and training materials for safety meetings, measure safety performance and prepare related reports;
- Work with the Facilities Manager to support the Hazardous Waste Management Plan.
- Evaluate and establish crisis management policies and practices in collaboration with department leadership to address emergencies involving natural disasters, accidents and wrongdoing, as well as recovery from resulting property loss, data breach/loss and property loss;
- Partner with Emergency Operations Command members to coordinate emergency response and assistance for all THA’s properties;
- Act as Chair of the Emergency Preparedness Committee to manage the integration of THA’s Emergency Preparedness plans. Work with Property Management and Emergency Operations Command members on development, implementation, and management of emergency communications and notification systems for the properties;
- Partner with Property Management and Client Support and Empowerment to identify and develop program specific training and education to staff and residents about emergency preparedness, mitigation, continuity, disaster response procedures and workplace violence prevention; administer all the components of THA's emergency preparedness plan, to include, agency supplies, training, policy and procedures, planning processes, recovery processes, etc.;
- Work with Asset Management and Property Management on resilience planning for required repairs so assets are back in best possible functioning state for the properties;
- Organize disaster drills and exercises to prepare staff for effective response to major emergencies and to test individual preparedness;
- Serve as a liaison to City’s Office of Emergency Management, EMS, Tacoma-Pierce County Health Department, and Tacoma Police Department for the Emergency Preparedness Committee;
- Facilitate and act as the Incident Response Commander for Emergency Operations Command in response to emergency and safety incidents;
- Be available as necessary to respond to emergencies with an expectation to be on-call.

POSITION REQUIREMENTS AND QUALIFICATIONS
EDUCATIONAL LEVEL AND EXPERIENCE
- Bachelor’s degree in public health, business or public administration, liberal arts. Directly relevant experience may be considered in lieu of the required degree;
- Four years’ experience in risk management, occupational safety & health, or loss control;
- Emergency management planning experience preferred;

- Possess or acquire and maintain a high level of expertise in the current and evolving principles and practices in the following areas:
- A thorough knowledge of the principles and practices of risk management activities such as risk identification/reduction, loss control asset protection, employee safety practices;
- Knowledge of the fundamental principles of emergency management planning (e.g. mitigation, preparedness, prevention, continuity of operations, recovery, and response);
- Risk management, codes, rules and regulations; legal aspects of insurance and claims administration;
- Pertinent federal, state and local codes, laws and regulations;
- Demonstrate an ability to get along with others effectively; to lead and inspire, to build teams and manage conflict; to participate as a team member; and to give and accept criticism constructively;
- Write clearly and informatively; edit work for spelling and grammar; able to read, write and interpret documents of a technical nature;

Depending upon assignment a WA driver’s license with acceptable driving record and auto insurance may be required;
Certified Safety Professional (CSP), Associate of Risk Management (ARM), Certified Risk Manager (CRM), or an Associate in Claims (AIC) is desirable, but not required.
