This position is responsible for receiving and responding to landlord inquiries. Conduct landlord briefings and recruit services of prospective landlords. Coordinate outreach efforts, including: meeting with various interested parties to discuss the advantages of participating in CMHA's voucher programs; on-site visits at apartment complexes or realtors' offices. This may require you to provide mediation services dealing with inquiries concerning procedures and HUD policy.
Essential Job Functions
Receive and respond to landlord inquiries. Mediate inquiries between landlords and tenants concerning procedures and HUD policy. Serve as a liaison and spokesperson for Housing Choice Voucher Program. Conduct landlord briefings and recruit services of prospective landlords. Maintain positive relationships with current landlords and build trust in working to resolve all inquiries efficiently and effectively. Oversees all rent increase request processing
and works with landlords on rent reasonableness issues and concerns.
Coordinate outreach efforts, including: meeting with various interested parties to discuss the
advantages of participating in CMHA's voucher programs; on-site visits at apartment
complexes or realtors' offices. Update landlords/tenants of prospective properties when they
become available. Provide landlords with tenants' previous landlord history upon request.
Handle all inquiries pertaining but not limited to: change of ownership, new vendor
registrations, vendor address/phone changes, ACH/EDS registration,
management/POA/guardian changes, landlord W-9 verifications, vendor
questions/concerns (walk-ins and phone calls), manages HCV Landlord Email account and
all general inquiries.
Supervises all assigned employees (e.g., schedules and assigns tasks; interviews job
applicants; recommends discipline; recommends pay assignments; approves and
recommends the approval of leave requests; has access to financial data used in monitoring
department revenue/income, etc.).
Facilitates briefings/eligibility mass interviews.
Attends meetings and serves on committees, as directed; attends training and seminars, as required.
Demonstrates regular and predictable attendance.
Maintains required licensure and certification.
Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
Qualifications and Knowledge
Possession of a bachelor's degree from an accredited college or university in Business Administration or another social science or related field; three (3) or more years in community relations, dispute resolution, and any related experience and training; or any equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities.
Must be able to work independently; must have strong written and oral communication skills;
ability to engage a wide variety of people with a high level of professionalism and courtesy; must be able to work effectively in sometimes hostile environments. Must be able to deescalate in situations of conflict; Must present a professional image as a representative of CMHA; *Agency/department goals and objectives; *Agency/department policies and procedures; *personnel rules and regulations; update and report to management on the state of Franklin County rental market; general knowledge of the local geographical area; English solid grammar and spelling;
Position may require you to provide mediation services dealing with inquiries concerning procedures and HUD policy. Mediation may occur between landlords and tenants. However, the landlord liaison DOES NOT provide legal advice. Understanding HUD rules and regulations, as well as CMHA administrative plan, is a must.
Must know about word processing; computer operation, modern office equipment; putting together presentations; project management; community relations.
