Full Job Description: 

Duties may include:
1. Plans, organizes, implements, and evaluates public information, marketing, and public relations efforts for a variety of department-wide issues. Communicates and provides relevant, reliable, and consistent information to the public, County staff, news media representatives, community and civic groups, public agencies, and private organizations.
2. In response to media requests or as directed by the department or County, serves as liaison and spokesperson with the local media on breaking stories, news features, and public information campaigns. Communicates timely and accurate information related to services and programs provided by the County or department.
3. Recommends, develops, and implements guidelines, regulations, and procedures regarding brochures, articles, fact sheets, photographs, video, web pages, graphics, news releases, and other materials. Works collaboratively with department staff and policy makers to enhance the image of the department on the internet and in the media.
4. Determines department position and designs communication approaches to enhance understanding and acceptance of department programs. Verifies the accuracy and thoroughness of communication materials that enhance the professional image of the County and the department. Reviews materials prior to dissemination to County staff, the media, and the public.
5. Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.
6. Develops, administers, and evaluates strategies and activities to effectively communicate the mission, goals, services, and programs of the department to various and diverse public audiences and County staff.
7. Develops communication strategies, standards, and corporate branding across divisions and workgroups within the department. Provides support in the coordination of department communication planning. Manages cross-divisional communications policy issues.
8. Represents the department before various boards, committees, and community groups. Facilitates open and clear public access to County services and programs.
9. Recommends and prepares correspondence in response to inquiries, complaints, and suggestions related to regulatory programs and activities of the County or department. Contacts staff members to obtain and verify relevant facts and information.
10. Develops methods and processes by which citizens provide input and feedback to the
department about services and programs.
11. Leads or manages support staff in the development and implementation of complex communication strategies, initiatives, activities, studies, and projects.
12. Collaborates with division managers to deliver timely, accurate, and reliable communications. Consults with management staff to develop strategies for dealing with sensitive issues affecting citizens.
13. Act as link between the County, the community and community organizations & business as well as the media and other elected bodies.
14. Promote the Board’s agenda through direct community and media action.
15. Develop and implement external communications plan in support of the County & Board’s policy and program agenda.
16. Engage with the media proactively to leverage support for the County & the Board.
17. Coordinate with Department PIOs on messaging, branding, and media efforts.
18. Work closely with communications team to ensure the County website and social media advance the legislative, policy and budget priorities. Public Affairs Administrator is the working title for this specific position and the classification title is Department Communication Coordinator II. Washington County organizes its positions into classifications. Classification descriptions are typically written broadly. 
Education and Experience:
The minimum qualifications for this position are:
Bachelor's Degree in communications, public relations, or related field; AND Three (3) years of professional experience in public relations, community outreach,
communications, public information programs, or related work within a complex organization. Please be clear and specific in the applicable sections of the employment application about how your background is relevant. Background Investigation:
This position requires the successful completion of a background investigation.

Selection Process:
1. An evaluation of training and experience will be performed by Human Resources. Review of applications will occur the week of February 16, 2021.
2. A Subject Matter Expert (SME) Panel will perform an in-depth evaluation of experience and training taken from your employment application materials to include responses to supplemental questionnaire. This process will begin after February 22, 2021 and may take about 2 weeks.
3. Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step as soon as possible.
