COMMUNTIY SERVICES DIVISION
The Health and Human Services Agency’s Community Services Division is responsible for the administration of older adult programs for El Dorado County residents 60 years of age and older.   These services include:  Senior Nutrition, Senior Shuttle, Older Adult Day Services, Long-Term Care Ombudsman, and many more!  In addition to the services to seniors, Community Services also administers Veteran Affairs, Animal Services, Public Housing Authority, HEAP & Weatherization programs.

THE OPPORTUNITY
The Housing Program Coordinator plans, coordinates and directs the staff and activities associated with various subsidized housing programs; provides advanced technical, administrative and client support services for one or more subsidized housing programs by providing complex and difficult housing inspections, program eligibility determinations, case management and related services; may oversee office administrative and/or general program activities for the worksite. 

The selected candidate will have the opportunity to:

Coordinate and oversee the day-to-day operations of various subsidized housing programs including Section 8 Housing Choice Voucher Programs, Family Self Sufficiency Program, and Family Unification Program; develop and recommend subsidized housing program goals and ensure implementation and compliance with contractual or funding agency requirements; participate in the development of housing program budget components.

Oversee and perform program activities in the areas of applicant eligibility, housing inspections, landlord communications and voucher release; assures that safety issues are identified and resolved; is responsible for the most difficult and/or complex cases and program elements.

Oversee and coordinate negotiations with applicants, landlords and others, including those involving difficult and/or sensitive situations; provide required notification and assures appropriate action with representatives from child protection, animal control, elder abuse, law enforcement and other agencies when health, safety and/or other legal issues are identified.

Train, assign, direct, review and evaluate the work of a limited staff and/or volunteers assigned to subsidized housing and other community service programs; maintain work flow, production, accuracy and conformance to standards; provide corrections, technical direction and problem solving in response to staff work questions and problems.

Serve as a staff resource and liaison regarding program policies, procedures and practices; researches and resolves the more complex problems that arise in the work unit.


THE IDEAL CANDIDATE:
The ideal candidate will have advanced knowledge of federal subsidized housing laws and regulations, and direct experience supervising a Public Housing Authority (PHA) or similar subsidized housing program. The person will be an effective team leader, including the training, supervision, guidance, support and monitoring of the housing program team and prioritization of the team workflow and tasks. The candidate will have experience assisting individuals with housing needs, conducting housing quality inspections, and coordinating housing contracts. The candidate will possess strong communication, collaboration and negotiation skills to work effectively with tenants, landlords, community/agency partners and others, and be skilled at problem solving and conflict resolution. The candidate will have strong time management skills and be highly organized and detail oriented, including having experience collecting, analyzing, communicating and reporting program data to inform sound programmatic and budget decisions.

MINIMUM QUALIFICATIONS:
Human Resources will assess your application to determine if you are minimally qualified using the following recommendations.   Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.

Education & Experience Requirements:
Equivalent to possession of an Associate of Arts degree with major coursework in social services, psychology or a related field AND two years of experience performing eligibility, enrollment and/or other technical work in a subsidized housing program at a level equivalent to the County's class of Housing Program Specialist II.
 

Other Requirements:

Possession of a valid driver's license.

RECRUITMENT PROCESS
The Human Resources Department will screen all applications to identify qualified candidates.  After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the recruitment process. 

Training and Experience Review:  A training and experience review consists of candidates responding to supplemental questions on the job application. A subject matter expert will evaluate each candidate's responses based on predetermined criteria. Based on the department's needs, the selection procedures listed above may be modified.  All candidates will be notified of any changes in the selection procedures.

The County of El Dorado is recruiting applicants for Housing Program Coordinator.  This recruitment will establish a list for the purpose of filling current and future full time, part time, and extra help vacancies for at least three (3) months.  There is currently (1) one full time vacancy in the Health and Human Services Agency, located in Placerville, Ca.
