SUMMARY:  The Housing Management Department is charged with effectively managing over 1,600 properties owned and operated by the Authority.  The department is responsible for routine and preventive maintenance to the upkeep of buildings and structures of all public housing and for the centralized screening and selection of the Authority's public housing residents.  The department establishes, implements and monitors loss control programs for residents and employees.  Technical support is also provided for Authority operations.

The Housing Manager for Low-Income Housing Tax Credit Property(s) is directly responsible for managing the daily operations of one or more LIHTC properties and coordinating all maintenance activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.

  • Manages the daily operations of one or more LIHTC properties in accordance with established policies and procedures and state, federal and Internal Revenue regulations.
  • Ensures that Delaware State Housing Authority compliance standards and Section 42 of the Internal Revenue Code are met, including vacancy number and percentage, rents uncollected, unit turnaround, outstanding work orders, annual inspections and conditions of units and tenant accounts receivables.
  • Supervises the work of the site staff and oversees all office activities to ensure effective and efficient management operations.
  • Manages assigned personnel in order to achieve organization’s objectives and maximize career development for employees.
  • Visits units and/or neighborhoods within the LIHTC Property to monitor all maintenance work and/or contract work with the Maintenance and/or Development staff to ensure timely completion and accurate reporting of unit status.
  • Processes all HAP and residential rental payments and ensures timely and accurate preparation of rent delinquency notices to residents with property follow up.
  • Performs routine patrols of the assigned site inspecting for safety hazards, LIHTC violations, cleanliness of the front and back yards of tenants and common spaces, streets and parking lots for abandoned cars, unauthorized residents, etc.
  • Coordinates the development and implementation of crime control plans with the local police department and residents.
  • Prepares court packages selecting appropriate file documentation related to lease violations that result in eviction proceedings; Represents LIHTC property at hearings; Performs evictions.
  • Conducts housekeeping inspections of every unit at least annually and more frequently to address housekeeping violations.
  • Markets to and interviews prospective residents; May make home visits to inspect units based on established housekeeping standards.
  • Monitors and updates the waiting list on a monthly basis.
  • Conducts new resident orientations to review lease and other policies with residents.
  • Prepares and monitors operating budgets and complies with established budgetary controls. 
  • Maintains contact with residents to assist them with maintenance problems or other concerns.
  • Provides information, guidance, counseling and referrals to outside service providers.
  • Issues, monitors and closes work orders.
  • Prepares and maintains neat, accurate, compliant and audit proof resident and office files in accordance with agency policy and Delaware State Housing Authority (DSHA) policy.
  • Prepares reports and correspondence relative to management and administrative issues that are of professional quality, accurate, correctly formatted and grammatically correct.
  • Performs annual and interim reexaminations to determine rent and continued resident eligibility.
  • Conducts move-in and move-out inspections and prepares associated paperwork.
  • Collects rent and performs tenant accounting functions.
  • Advertises and markets commercial space for lease, if applicable.
  • Attends community, resident, Board of Commissioners meetings and others as required.
  • Applies sound judgment when responding to issues and dealing with problems.
  • Prepares and maintains accurate performance monitoring system reports, weekly and monthly vacancy reports, reports monthly on delinquent accounts, vandalism reports, inspection reports, and other reports as required.
  • Generates correspondence.
  • Prepares performance evaluations on staff directly supervised.
  • Maintains a safe work environment and exhibits safe work practices.
  • Pursue personal development of skills and knowledge necessary for the effective performance of the role. Attend training to further develop relevant knowledge, techniques and skills.
  • Performs other related duties as required.
  • Flexibility to work outside normal work hours, as required.

 

MEASUREMENT:

  • Daily visits to units and neighborhoods within LIHTC Property to ensure accurate and timely project work completion.

  • Performs weekly patrols of the assigned site inspecting for safety hazards, LIHTC violations, cleanliness of the front and back yards of tenants and common spaces, streets and parking lots for abandoned cars, unauthorized residents, etc.
  • Conducts housekeeping inspections of every unit at least annually and more frequently to address housekeeping violations.
  • Follow-up on all inquiries within one business day.

  • Immediately address any internal customers and residents’ concerns and request the involvement of other personnel as required. Notify manager of any major concerns and the action taken to resolve.

 

SUPERVISORY RESPONSIBILITIES

  • Provides direct supervision to site employees.

 

QUALIFICATIONS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: 

  • Bachelor’s Degree in Business Administration or Management, Human Services, Sociology or other related field required.  
  • Low income housing tax credit certification preferred.
  • Three years’ experience working with insured or subsidized or low-rent housing and tax credit required. 
  • Two to five years of administrative and supervisory experience in real estate or property management.
  • Working knowledge of Fair Housing Laws and Section 504 Compliance Requirements
  • Working knowledge of Delaware Landlord Tenant Code and HUD regulations

 

COMPUTER SKILLS: 

  • Expertise with 365 MS Office Suite
  • Knowledge of Elite
  • Ability to use property management software.

 

CERTIFICATES, LICENSES, REGISTRATIONS: 

  • Must obtain a Low-Income Housing Tax Credit Certification within three months of employment.
  • Certified Property Manager
