Under limited supervision of the HCV Program Manager, the incumbent for this position will be responsible for overseeing the quality control function of the Housing Choice Voucher (HCV) Program and developing internal controls to eliminate system deficiencies. The incumbent will perform difficult, skilled, and technical work supervising the quality control function and the production of detailed reports required by the department, and related work as apparent or assigned. Work involves quality control reviews of Housing Choice Voucher (HCV) Program participant files, sampling annual recertification, interims, initial move-in, change of unit, end of participation and checking for proper documentation, accurate calculations, and file organization; ensures systematic reviews are conducted in accordance with standard industry practice; prepare reports of number and nature of errors; recommends corrective actions. Work is performed with considerable independence in accordance with established performance standards and within the framework of applicable laws, policies, and regulation. Requires a bachelor's degree with coursework in public or business administration, quality management, or related field and moderate experience in quality control with some experience auditing an HCV program and some supervisory experience preferred, or equivalent combination of education and experience.
