The Wilmington Housing Authority, a public, non-profit, federally assisted agency, provides decent, safe and sanitary housing in a businesslike manner with concern for the quality of life for residents. The Authority's clients include low-income families, elderly and disabled individuals.
The Development Department administers the capital and management improvement program for over 1,600 public housing units as well as HOPE VI, Choice Neighborhoods, Neighborhood Stabilization Program, Energy Performance Contracts, Replacement Housing, and Low Income Housing Tax Credit and other capital fund projects and grants. Technical support for operations is also provided. The Development Department also oversees contract administration for construction and development-related activities.
POSITION SUMMARY: The Director of Development’s primary purpose is to plan, direct and manage planning, design development, capital project initiatives, redevelopment projects, tax credit programs and RAD for WHA including:
planning for redevelopment of WHA housing developments;
identifying opportunities, funding and planning for new housing and commercial development to be undertaken by WHA directly or with third party partners;
supervision of the process leading up to construction including acquisition, financial analysis, funding, design development, local approval and developer selection processes for WHA development initiatives; and
technical support for housing development and general agency operations.
This position articulates and communicates WHA’s vision and direction with respect to development strategies both internally to WHA and with external stakeholders. This position involves the management and oversight of neighborhood-wide and sites-specific planning and environmental studies, financial analysis and design development. This position undertakes interagency coordination, financial analysis of development initiatives, secures development funding, secures local zoning and other land use approvals, develops detailed construction specifications and coordinates developer selection processes.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Informs all appropriate WHA departments, agencies, and residents on WHA development objectives. Meets on a regular basis with various groups to exchange information and promote understanding of WHA initiatives and activities. Conducts joint planning and meets regularly with other WHA departments to review development project status, update project timelines, and identify and resolve obstacles and uses that impact development project timelines and budgets. Plans, develops, monitors and administers all capital improvement, development and other mixed finance development projects. Develops and implements contract administration policies, procedures, and methods for construction management and development projects.
Monitors all project activities to ensure compliance with federal, state, local program regulations and agency policies and procedures. Develops systems for monitoring and evaluating WHA’s compliance performance to inform executive staff of potential problems before they become critical, and the impact of WHA’s policies and programs. Conducts quality assurance reviews of files and reports to ensure compliance with all applicable laws, regulations and policies. Reviews construction bids and proposed responses to bidders for compliance and accuracy prior to disbursement of responses to bidders. Develops partnerships with federal, state and local agencies and private organizations to leverage resources for planning and development projects. Directs the preparation of project cost estimates. Acts as a liaison for approval of specifications and execution of contracts.
Develops and implements safety policies and procedures to ensure a safe working environment for employees, residents and the general public. All project activities are 100% compliance with federal, state, local program regulations and agency policies and procedures. Ensures construction bids and proposed responses to bidders are 100% compliant and accurate.
Flexibility to work overtime/weekends, as required. Land use planning, architectural design, and engineering oversight. Managing consultants and manpower and delegating tasks to complete goals, objectives, and schedules.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE:
Bachelor’s Degree in Urban Development and Planning, Business or Public Administration, Architecture, Engineering or other related field required. Experience in public housing development or redevelopment required. Experience in Low Income Housing Tax Credit development desirable. Experience with RAD essential. Extensive experience in federal contract administration preferred. Ten years of experience at a highly professional level in housing construction and renovation. Ten years professional experience in a federally assisted housing program including administrative and supervisory experience. Expertise with 365 MS Office Suite, CAD experience desirable. Knowledge of computer applications for data management, recordkeeping and statistical analysis.
Ability to read and interpret architectural plans and technical specifications, read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, board members, residents, internal and external customers and the general public.
Ability to estimate construction costs accurately based on plans and specifications, calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Must pass pre-employment physical and drug screen. Valid driver’s license.
