The Director manages, directs and coordinates the activities of the Assisted Housing Programs Department including the Housing Choice Voucher Program, Moderate Rehabilitation Program, Shelter Plus Care and other Special Programs, as well as the Inspections unit. Performs administrative, managerial, and supervisory work of considerable difficulty involving the planning, organizing, and direction of efforts to provide low-income housing through the affordable housing program. Essential Duties and Responsibilities: Oversees the Assisted Housing Programs including the Housing Choice Voucher Program, Moderate Rehabilitation Program, Shelter Plus Care Program and other Special Programs to ensure compliance in the administration of low-income housing assistance. Supervises counseling and guidance to managers and other staff members through discourse about performance or other job-related problems, and provides guidance and assistance to clients on Assisted Housing Programs policies and procedures. Oversees the Assisted Housing Programs and Public Housing waitlist drawings to monitor the occupancy rates of the Housing Choice Voucher Program, Special Programs and Public Housing Program. Represents SAHA in a professional manner when communicating with outside agencies such as federal, state and local agencies, and when representing SAHA to customers, the public, government, and general community. Communicates new policies, procedures, requirements and regulations to staff with guidelines on implementation. Monitors Assisted Housing Programs by attending meetings and functions to ensure good resident and management relations. Timely responds to inquiries from owners, clients and the general public by providing general information about the Assisted Housing Programs and resolves client concerns regarding housing assistance, policies and procedures. Resolves inquiries and complaints with clients and outside agencies to communicate SAHA goals, activities, programs, and position on low-income housing assistance. Interprets federal, state and local regulations and guidelines as they pertain to the Housing Choice Voucher Program and other assisted housing programs. Coordinates communications and information between the operations department and staff. Prepares in-depth reports for the Chief Operating Officer. Directs the preparation and administration of Assisted Housing Programs annual budgets, quarterly requests for federal funds and other reports of statistical information. Maintains Housing Choice Voucher Program Administrative Plan with program’s policies and procedures, and other related material. Monitors changes in federal, state and local laws and regulations affecting the Housing Choice Voucher Program by analyzing legislative reports, periodicals and related materials. Other duties as assigned. Education and Experience Required: Bachelor's degree (B.A.) from an accredited four-year college or university in Business Management, Public Administration or related field. Five (5) years of experience in a management position. Two (2) years of management experience in a housing-related field. Housing Choice Voucher Manager Certification within one (1) year of employment (depending on availability of training) with no more than three attempts to pass certification allowed. Housing Choice Voucher Executive Management Certification within one (1) year of employment (depending on availability of training) with no more than three attempts to pass certification allowed. Housing Choice Voucher Finance Management Certification within one (1) year of employment (depending on availability of training) with no more than three attempts to pass certification allowed. Public Housing Manager Certification within one (1) year of employment (depending on availability of training) with no more than three attempts to pass certification allowed. Senior Professional Housing Manager Certification within one (1) year of employment (depending on availability of training) with no more than three attempts to pass certification allowed. Must obtain SPHM and PHM certification within one year of hire. Texas Class “C” driver’s license at the time of placement and insurable by SAHA’s liability and fleet insurance carrier. Preferred: Master’s Degree (M.A.) from a four-year college or university with a college course in Business Administration, Public Administration or related field. Housing Choice Voucher Manager Certification or equivalent. Housing Choice Voucher Finance Management Certification or equivalent. License and Certifications: Texas Class “C” driver’s license at the time of placement and be insurable by the Housing Authority’s liability and fleet insurance carrier. Must have the ability to earn certifications as required by assigned tasks. Technical Skills: To perform this job successfully, the employee should have: Knowledge of planning, organization and direction of Assisted Housing Programs, urban development housing, low-income and senior population and needs. Knowledge of real estate and property management practices. Skill in project management, organization, negotiation techniques, and budget preparation and control. Knowledge of advanced principles and practices of budget preparation and administration. Ability to plan, organize and direct the activities of the Assisted Housing Programs Department in accordance with federal, state and local policies and procedures. Skill in supervising and evaluating the performance of staff. Ability to administer a grievance procedure for residents and applicants. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods and coordination of people and resources. Ability to maintain effective working relationships with co- workers, supervisors, and the general public. Ability to follow verbal and written instructions, and communicate effectively in writing and verbally. Knowledge of client service principles including customer needs assessment, meeting quality standards for services and evaluation of customer satisfaction. Understanding of basic reading and writing skills and mathematics. Skill in assessing and prioritizing multiple tasks, projects, and demands with excellent problem solving and organizational skills while meeting established deadlines. Skill in reading, interpreting and applying HUD rules and regulations and SAHA policies and procedures. Skill in interpreting and applying statutes, rules, codes, and regulations. Ability to prepare and present clear and concise administrative and financial reports. Skill in leadership, problem solving, decision-making, conflict management and interpersonal management. Ability to establish long-range objectives and specify the strategies and actions to achieve them. Ability to analyze information and evaluate results to choose the best solution and solve problems. Skill in monitoring and assessing performance of self, other individuals and department to make improvements or take corrective actions. Ability to project a professional image when communicating with outside agencies and when representing the organization to customers, the public, government and other external sources. Physical requirements include occasional lifting/carrying of 5-10 pounds. Visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting and kneeling to perform the essential functions. Working conditions primarily inside an office environment.
