Miami-Dade Public Housing and Community Development Department (PHCD) manages more than 8,000 public housing apartments and provides financial help through the federal Section 8 program to more than 18,000 families. Our support services include assisted living facilities for the elderly and self-sufficiency programs for our tenants. We rely on federal and state grant programs to fund our programs. We work closely with the U.S. Department of Housing and Urban Development's (HUD) on our public housing and, with the State of Florida, the development of affordable housing.
This position is responsible for real estate activities related to the acquisition and development of affordable and market-rate housing from concept through site acquisition, entitlement approval, financing commitments, design, and construction completion to successful lease up for large and highly complex development projects. The job further entails having management of complex and high profile development projects in compliance with HUD requirements, including Rental Assistance Demonstration (RAD) requirements. Incumbents are responsible for authorizing and monitoring the work of developers and their consultants, from project start through construction completion and lease-up. Responsibilities include management of several projects simultaneously, in various phases of development including planning, developer selection, financing, HUD reviews/approvals, design and construction documents, construction, transfer/relocation and/or leasing. The incumbent must also meet the minimum qualifications which include a bachelor’s degree and a minimum of three to six years of experience planning, designing, and managing finances for development of affordable housing projects. Underwriting bank debt, affordable housing funding sources, low-income housing tax credits, historic tax credits and experience with Housing and Urban Development (HUD) is highly desired.
Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, when there is a declared state of emergency issued for any portion of Miami-Dade County, all employees of PHCD will be required to adhere to directives from the Mayor or the Mayor's designee to report to work and perform all duties assigned during a declared state of emergency.
