The City of San Bernardino, California is offering an outstanding opportunity for a highly experienced housing professional to assist the Director with managing the day-to-day activities and operations of the Housing Division. The Community & Economic Development Department has 46 FTE’s, a FY 20-21 budget of $29 million, and is comprised of six divisions: Administration, Planning, Building & Safety, Housing, Economic Development, and Code Enforcement. The Housing Division is responsible for the management and implementation of the Community Planning and Development formula grants (Community Development Block Grant, HOME Investment Partnerships, Emergency Solutions Grants, and Neighborhood Stabilization Programs). Staff manages these funds, which are intended to primarily benefit low-income residents and improve the housing quality in the City. The Deputy Director of Housing and Homelessness provides management level support as it relates to the preparation and implementation of the City’s Consolidated Action Plan; directs, supervises, and performs a variety of professional-level functions related to homelessness prevention, programs, rapid re-housing options, outreach and community engagement efforts to develop public understanding and support, implementation of the City’s Low Income Housing Strategy, and preparation of the City’s Annual Action Plan and the Community Development Block Grant Work Plan; serves as the staff person for the Community Development Block Grant Ad Hoc Committee; and directs, supervises, and assists in the securing of grants for all City programs and complex affordable housing projects.
Requires possession of a Bachelor’s degree and 5 years of progressively responsible experience in public or private sector programs involving community development and housing initiatives, including responsibility for grants applications, administration of grant awards, and delivery of programs to address homelessness, with at least 3 years of direct supervisory experience; or an equivalent combination of education, experience, and training. A Master’s degree is desirable.
The current annual salary range for this exempt position is $117,336 to $142,620 per year, based on qualifications. A monthly car allowance of $525 per month and a benefits package, including CalPERS Retirement, is also offered.
