Full Job Description: 

Miami-Dade Public Housing and Community Development Department (PHCD) manages more than 9,000 public housing apartments and provides financial help through the federal Section 8 program to more than 17,000 families.  Our support services include assisted living facilities for the elderly and self-sufficiency programs for our tenants.  We rely on federal and state grant programs to fund our programs. We work closely with the U.S. Department of Housing and Urban Development's (HUD) on our public housing and, with the State of Florida, the development of affordable housing.

This position is responsible for oversight, implementation, and administration of all agency compliance, fair housing and equal opportunity programs.
Candidates must have specialized experience displaying knowledge of the Public Housing Assessment System (PHAS), Section 8 Management Assessment Program (SEMAP), Community Development Block Grant (CDBG), and HOME programs. Candidates must also have experience in drafting and interpretation of public housing management and tenant policies within the context of applicable HUD requirements. Candidates must provide examples of how they have successfully implemented new policies and procedures, inclusive of training of staff. The incumbent must also meet the minimum qualifications which include a bachelor’s degree and a minimum of four years of professional administrative experience to include supervisory experience. Law degree or Masters in a relevant discipline is preferred.

The incumbent requires exceptional writing skills, extensive knowledge of various complex and technical Fair Housing and Equal Opportunity (FHEO) programs, and the supervision, management, direction, development, planning, implementation and enforcement of these programs. Additionally, the incumbent must prepare, coordinate, direct, and review fair housing complaints. The work requires providing expert assistance in the completion of specialized and/or complex projects for various operational units in order to ensure compliance with all applicable federal, state and local regulations or to enhance PHCD effectiveness and/or efficiency.
