Under the direction of the Director of Finance, the Procurement & Contracts Manager manages the purchasing and contracting function for the Housing Authority of Salt Lake City and its non-profit subsidiaries in accordance with regulations and policies.
This includes developing and/or updating procurement policies and procedures; accepting and scrutinizing vendor bids or proposals; selecting sources based upon analysis; arranging vendor contracts; bargaining for best value; observing quality of purchased materials; and reviewing all activities incidental to buying and examining supplies, materials, equipment and services. The incumbent of this position receives general direction from the Finance Director but is recognized as the technical expert on procurement and contracting subjects.
Education & Experience
A Bachelor’s degree or equivalent with emphasis on courses related to business administration, accounting, procurement or related field. Strong procurement and contracting experience; minimum of five years progressively responsible professional procurement experience, preferably in a public agency.
Working knowledge of HUD, and other federal, state, and local policies, procedures, and regulations related to the operation of a public housing authority regarding procurement.
Experience writing and formatting routine business correspondence, reports, documents, manuals, and presentations.
Ability to research, prepare and present written and verbal reports of moderate complexity to management. Ability to formulate conclusions and make recommendations.
The ability to work under timeline pressures with a high degree of accuracy and attention to detail with constant interruptions and changing deadlines and priorities
