Northwest Oregon Housing Authority (NOHA), is a joint public housing authority created by Columbia, Clatsop and Tillamook counties pursuant to the Oregon Housing Authorities Law. NOHA is seeking a candidate for a contract position of Interim Executive Director (IED).
NOHA is seeking an expert in affordable housing who can immediately begin work toward accomplishing the duties and objectives listed in Section IV, below. This is an opportunity for an IED to stabilize and revitalize a dynamic agency in the pursuit of its mission to ensure access to safe, affordable, decent housing for eligible residents of its member counties, and to break the poverty cycle by providing opportunity for self-sufficiency. The ideal candidate is energetic, positive, and a problem solver who will work with the NOHA Board of Commissioners to identify strategies for raising NOHA’s rating with HUD, shoring up existing affordable housing projects and developing new opportunities, and building a competent and stable workforce.
The IED is a leader who is responsible for overseeing the strategic planning and operations of NOHA. The IED will help shape a sustainable strategy for the organization and provide leadership in identifying a permanent Executive Director. The IED is responsible for providing day-to-day oversight of the organization and staff. The position reports to the NOHA Board of Commissioners.
The IED is delegated full authority to administer personnel policies, rules and regulations adopted by the NOHA Board, within the limits of the approved budget. The IED will maintain proper relations and advance NOHA’s priorities and agenda with all stake holders, including the general public, federal, state and local government officials, and community organizations; will oversee the administration of all of NOHA affordable housing programs; will serve as contracting officer as designated by the Board; and shall plan, assign, review and coordinate all operations and functions for the development and management of NOHA’s projects, including the management of all financial and personnel responsibilities.

Applicants should also provide documentation sufficient to establish the required education and experience, including the name and contact information for two professional references who can comment on the applicant’s performance in the relevant areas.
