We are the Metropolitan Council, the regional government for the seven-county Twin Cities metropolitan area. We plan 30 years ahead for the future of the metropolitan area and provide regional transportation, wastewater, and housing services.
The Community Development Division is responsible for the Council’s regional growth strategy; planning and technical assistance to local communities; and planning for regional parks and open space. The division also includes the Metropolitan Council Housing and Redevelopment Authority (Metro HRA) and the Livable Communities grant program.
The Metropolitan Council Housing and Redevelopment Authority (Metro HRA) operates the state's largest Section 8 Housing Choice Voucher program serving nearly 7,200 individuals and families with rent assistance through ten different programs and an annual budget of approximately $75 million.
The Metro HRA is seeking an HRA Program Supervisor to supervise 10 to 13 Metro HRA staff members and processes related to rental assistance program administration including eligibility determinations, recertifications and inspections, subsidy payments and reporting. This position also provides quality control monitoring and assists in the development and implementation of procedures related to program administration.
Salary range: $73,694.40 - $111,238.40 Annually
Minimum Requirements:
A Bachelor's degree in Housing, Social Services or related field AND four or more years of experience administering housing assistance programs or other public subsidy programs including one or more years of supervisory or lead work experience
OR
An Associate degree in Housing, Social Services or related field AND six or more years of experience administering housing assistance programs or other public subsidy programs including one or more years of supervisory or lead work experience
OR
A high school diploma/GED AND eight or more years of experience administering housing assistance programs or other public subsidy programs including one or more years of supervisory or lead work experience
What additional skills and experience would be helpful in this job (desired qualifications):
Certification(s) in Assisted Housing (Nan McKay, NAHRO, Quadel)
Project management experience (lead in projects within your work unit)
Experience creating an internal process to carry out changes in regulation
Experience working in rent assistance programs serving specialized populations, such as those experiencing homelessness or living with disabilities
Experience applying knowledge of institutional racism and the historically different impact of public investment on communities of color to one's work in the housing sector
