Under general supervision, researches various federal, state, and local grant opportunities; works with various departments, and awarded non-profit agencies, in the application and monitoring process; prepares and coordinates grant accounting and reporting process, and performs other related duties as required.
ESSENTIAL JOB FUNCTIONS
Research, identify and apply for local, state, federal and private foundation funding sources for specific projects and programs; review grant proposals and applications prepared by other city departments for completeness, accuracy and timeliness; manage grant applications by working with various departments in the application and monitoring process to ensure successful grant awards and grant compliance.
Exercise professional/independent judgment when working with Agency staff, including department heads, when determining whether grant opportunities fit within the strategic direction of the Agency and parameters of the funding agency.
Establish relationships with non-profit agencies and support grant applications for projects directly impacting the community.
Monitor and maintain government grants and contract documents in coordination with the Agency clerk and records management policies.
Ensure local, state, federal compliance and meet reporting requirements for grants.
Communicate regularly with other Agency personnel in explaining and interpreting the regulations, practices and policies regarding grant application and administration activities.
Participate in meetings as necessary for grant matters, including grant site visits, conducting resident surveys, make presentations to community and elected officials, and meet with potential grant providers/funders.
Develop budget and financial report documents in collaboration with program and fiscal staff.
Work independently with payroll and accounts payable functions to facilitate accurate payments; this also includes the procurement function and ensuring federal requirements are part of the scope of the proposals (i.e. contractors' requirements to comply with Davis-Bacon requirements, ensuring disbarred vendors are not awarded contracts, etc.).
Develop a grants administration work plan which includes goals, objectives and measurable workload indicators for the grants function
Develop and maintain State and Federal inventory process for grant funded items.
Periodically attend training seminars.
Performs related duties as assigned.
