Approximately 1.5 million people live in the City of San Antonio, the second-largest city in the state of Texas, and the seventh-largest in the United States. Since 1970, population growth and land annexation have doubled the size of San Antonio, which currently spans more than 460 square miles.  The San Antonio Housing Authority (SAHA) has provided housing opportunities to residents for over 80 years and is among the largest housing authorities in the nation. Governed by a seven-member Board of Commissioners, SAHA is a nationally recognized leader in the development of innovative and accessible low-income housing, touching the lives of over 65,000 people in San Antonio.  SAHA owns and manages approximately 6,300 public housing units at 70 properties and 8,000 mixed-income units at 40 properties through non-profit entities and partnerships. The Authority administers 14,000 Federal Housing Choice (Section 8) rental assistance vouchers.  SAHA has over 500 FTEs, an annual operating budget of $185 million, and a current value of more than $500 million in assets.  The Director of Federal Housing Programs reports to the Chief Operations Officer (COO) and manages, directs, develops, and coordinates the activities of both the Assisted Housing Programs (AHP) and the Public Housing (PH) Program.  The AHP programs include the Housing Choice Voucher Program, Moderate Rehabilitation Program, and other Special Programs, including approximately 14,000+ vouchers, as well as the Inspections and Unified Application Center.  The PH program includes the administration of 6,000+ physical units, all maintenance activities (emergency, routine, preventative), and execution of the annual Capital Improvement budget.  A Bachelor’s degree in Business Management, Public Administration, or a related field is required.  The successful candidate must have at least nine (9) years of industry experience at a high-level position of administrative or operational oversight in housing and community development or a related field, along with six (6) years in a management capacity.  Candidates must have the ability to earn housing certifications as required. Starting salary is open, dependent upon qualifications.
