The Housing Authority of the City of Fort Myers has an operating budget of approximately $22 million dollars and currently employs 58-60 employees. The portfolio of the Authority includes:1892 Housing Choice Vouchers; 322 VASH Vouchers; 822 Public Housing Units; 200 Project Based Housing Units; 82 Neighborhood Stabilization Units; 60 deed restricted affordable housing units; and 92 Mixed Finance Development/Tax Credit Units. The Housing Authority of the City of Fort Myers, Florida is seeking an outstanding candidate to interview for the position of Chief Financial Officer (CFO). Under the Direction of the Executive Director, the CFO will plan, organize, lead and direct services and activities of the Finance, Procurement and IT Departments The CFO manages the day to day operation and staff associated with the identified activities. They include: financial management, accounting, reporting, budgeting, and auditing functions; develops, implements and leads the Authority’s annual procurement plan; overseas and directs all aspects of IT activity for assuring network security and integrity, use of hardware and software and help desk functions. All roles are required to meet the goals of the Housing Authority’s business plan while working within any and all budget constraints Ensures that the Agency works effective, efficient and conforms to the respective policies and procedures or revises them from time to time as needed and protects or averts from certain risk.
Specifically, to fiscal activity, the candidate ensures that all financial and budget operations, procedures and internal audit controls are in compliance with agency policies, General Accounting Principles (GAAP), Financial Accounting Standards Board (FASB), Governmental Accounting Standards Board (GASB) standards, and Department of Housing and Urban Development (HUD) guidelines; conforms to grant requirements; and, manages the analytical review of all financial reports including Agency-wide monthly and annual variance, tax credit properties, housing program, HUD, and investment, budget, and cash reports, for accuracy, validity, reliability, alignment with program objectives, and in compliance with policies, standards, and regulations; represents the Agency in meetings with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations; conducts a variety of Agency-wide organizational and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate; prepares, reviews, and presents monthly reports and memos on recommendations for Board of Commissioners or affiliate entity boards’ actions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of finance programs and operations related to area of assignment; monitors changes in laws, regulations, and technology that may affect Agency or departmental operations; implements policy and procedural changes as required; develops cash management and investment plans for all funds of the Agency and its affiliate entities; directs and monitors investment activities in accordance with the Agency’s Investment Policy and in compliance with federal and state rules and regulations; and, directs and coordinates the preparation of analyses and recommendations regarding financial policy issues and long-range plans; advises the Deputy Executive Director and Executive Director regarding financial policy issues, programs, and projects to meet Agency, affiliate, community, and client needs.
The successful candidate must have demonstrated knowledge/experience in principles, methods and practices of accounting and financial management of HUD programs, the Authority’s non-profit developer affiliate entities, low-income housing tax credit programs, Bond Financing, public private partnerships/financing, land use and government, construction transactions, affordable housing financing/transactions, rental assistance demonstration (RAD), Federal acquisition rule, procurement, an enterprise system that works through the agency, risk management, risk mitigation and insurance, being able to either prepare or correct tax returns and compile information regarding it non-Profit 990.
Education and Experience:
A master’s degree from an accredited college or university with major coursework in accounting, finance, or business administration, or a closely related field, and ten (10) years of experience in a progressively responsible financial leadership role, accounting, financial reporting, including seven (7) years of supervisory experience.
Licenses and Certifications:
Certified Public Accountant licensure preferred but not required.
