CMHA is seeking an Assistant Vice President of Planning and Development. The Assistant Vice President of Planning Development will oversee the projects that are part of CMHA’s strategy to acquire market-rate, mixed-income, and affordable multifamily real estate throughout Franklin County (the “Acquisition Strategy”). Oversee projects that are part of CMHA’s strategies to develop new affordable housing, especially for hard-to-serve populations (the “Development Strategy”), and rehab existing affordable housing (the “Rehab Strategy”).

 

ESSENTIAL FUNCTIONS OF THE POSITION: 

Has the executive responsibility for assisting the Vice President with managing and supervising all assigned employees (e.g., schedules and assigns tasks; interviews job applicants; recommends the hiring of job applicants; recommends discipline; evaluates performance; receives and adjusts grievances or employee complaints; approves and recommends the approval of leave requests; attends or participates in meetings in which policy questions are reviewed or discussed; develops and implements policy; recommends policy changes; participates in personnel or labor relations activities; has access to other employees’ personnel files; has access to financial data used in monitoring department revenue/income, etc.).

 

Oversee managers who are responsible for all site administration functions and monitors the timely and accurate reporting of the annual reexamination of resident household income to determine monthly rental payments and potential fraud and monitors compliance with repayment agreements; monitors Admissions, Administrative Plan, and Occupancy's and Property Manager's schedule for "move-outs" and the preparation of vacant units to ensure timely unit turnaround, as well as monitors some pre-move in inspections and showing of vacant units as part of the leasing orientation.

 

Develops site-based budgets and monitors/manages financial accounts and statistical reports regarding property expenses, tenant account receivables, approved utilities consumption expenses, etc.;  responsible for the overall positive curb appeal and marketability of all CMHA properties and oversees the maintenance of all facilities, buildings, and grounds to ensure compliance with UPCS; establishes standards for site and grounds conditions for the entire Asset Management portfolio that mirrors privately managed developments; coordinates with the Design and Construction  department to develop a landscape maintenance plan for the portfolio to address the substantial amount of lawns and shrubs to preserve the investment of the landscaping and to beautify all sites; routinely, tours the sites to inspect grounds and buildings.

 

Responsible for strategic planning, developing, implementing, and administering the overall goals and responsibilities of the department; actively leads, manages, and develops a culture of continuous improvement that will ensure effective planning, and meet HUD compliance requirements and standards; develops and maintains a reporting system that tracks performance and identifies problems; reviews reports prepared by departmental staff; conducts monthly, quarterly, and annual reporting of the portfolio.

 

Conducts financial analysis, market studies, and industry standard reporting; drafts, reviews, and approves annual departmental budgets; directs and prepares staffing plans, maintenance schedules (e.g., annual inspections, preventative maintenance, required narrative, and statistical reports for submission to the Chief Operating Officer, HUD, and the Board of Commissioners).

 

Qualifications

Possession of a Bachelor’s degree from an accredited college or university in Business, Public Administration, or other related fields, Master’s degree preferred; seven (7) or more years of related experience and training in a senior management position, affordable, mixed-income, and market-rate multifamily real estate development; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.  

Knowledge of: 9% and 4% LIHTC program requirements; HUD affordable housing programs and requirements; federal government-backed mortgage financing; general real estate development principals; pro forma development and analysis; project management; government structure and process; public administration; state, federal, and local laws and regulations; community resources and services; risk identification and risk management; personnel administration; employee training and development; necessary finance and accounting principles; office practices and procedures; supervisory principles and practices; English grammar and spelling; *Agency/department goals and objectives; *Agency/department policies and procedures; *workplace safety practices and strategies; *personnel rules and regulations.
