DEFINITION: Under general direction, the Asset Management Project Manager is responsible for the planning, organization, coordination, implementation and evaluation of one or more assigned functions or specialized program areas of residential and commercial property management establishment, real estate acquisitions and repositioning of HACLA owned property and coordination in public housing conversion projects.

 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Establish and maintain cooperative working relationships with a variety of entities, internal departments, third party developers and property managers, consultants and related public agencies.

Conduct and attend meetings with the community, individual residents, and stakeholder groups to provide information, resolve issues, moderate feedback and plan/coordinate activities regarding, property management.

Prepare and/or supervise the preparation of training, policies and procedural manuals, educational materials and public information data for all assigned program areas.

Author partnership agreements and other development documents for the Asset Management Department in a collaborative fashion with both internal and external stakeholders for all properties initiating redevelopment.

Liaise with internal and external stakeholders for the development of policies and procedures related to public housing conversion projects.

Analyze the effectiveness of program activities by conducting audits and studies and prepare comprehensive reports with recommendations.

Interpret legislation, administrative orders, regulations, policies and procedures and ensure programs are consistent with regulatory requirements.

Oversee and manage procurement and consultant activities, including but not limited to preparation and issuance of Scope of Work/Request for proposals (RFP), consultant contract negotiation, budgeting, metric-setting and contract and performance oversight for related third-party services.

Secure, maintain and analyze all program-related demographics and documentation; maintain schedules for operational activities and coordinate work of all assigned staff, interns and/or consultants.

Administer closing transactions, drafting and negotiating terms for all management and operation documents for redevelopment and newly acquired sites, including but not limited to property management, maintenance, leasing procedures and long-term services.

Responsible for studies, data collection and analysis, which may consist of the following but are not limited to moderately complex statistical data and financial analysis; and preparing subsequent narrative analysis for management.

Program design and evaluation including development of program guidelines, schedules, priorities, standards, policies and procedures, and protocols for achieving program goals as it relates to specialized programs.  Review and approve annual budgets and/or operational plans for these programs.

Deal management through the oversight and management of all obligation under existing partnership agreements.

Support the financing team with underwriting deals.

Prepare and negotiate complex commercial leases (NNN) including rent calculations, market studies, cash flow analysis tenant improvements.

Represent ownership interest as a member of various Home Owner Associations and/or Residential Master Associations.

Perform other related duties as required.

 

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of principles and practices of public and business administration, including organization, program management; statistical and research methods; residential and commercial property management policies and objectives; communicate effectively both orally and in writing; applicable sections of federal, State and local rules, regulations, and laws (especially HUD Section 8 and Section 9, Relocation Laws, State and Federal Tax Credits); and technical aspects of assigned functions and program areas.

Ability to coordinate and perform a variety of complex administrative and management duties; develop working technical knowledge of a variety of unrelated areas quickly and accurately; work confidentially and independently with discretion and little direction; establish and maintain effective working relations with others; meet schedules and timelines; plan, develop and administer programs; research data and prepare reports; present ideas and concepts persuasively before groups and/or writing for publication; interpret, apply and explain laws, codes, regulations, policies, and procedures; analyze situations accurately and adopt effective course of action.   

MINIMUM QUALIFICATIONS:
A Bachelor’s degree from an accredited college or university with major course work in public administration, social work, urban planning, business administration or a closely related field, and five (5) years of increasingly responsible experience in program development and administration including at least three (3) years working in fields directly related to property management. A Master’s Degree in related field is preferred or sufficient years of additional related work.

Special Requirement: Must possess current valid California Driver’s License.
