General Summary

The Accounting Manager position is primarily responsible for supervision of Accounting/Finance staff, administering and maintaining DHC’s treasury functions, and maintaining control over the General Ledger and Chart of Accounts.  Specifically, this position involves supervision of General Ledger Accountants, Accounting Specialists, and any other personnel as delegated by the CFO; acting as ‘gatekeeper’ for all General Ledger functions; analyzing the agency’s cash position on a regular basis, overseeing banking and investment functions, staying abreast of all HUD and GAAP rules/regulations; and maintaining the departmental policies/procedures manual.

Supervisory Responsibilities

As the CFO’s designee, the Accounting Manager has supervisory responsibility for all personnel assigned to the finance and accounting department, including General Ledger Accountants, Accounts Payable/Receivable Specialists, payroll, and clerical staff. 

Essential Job Functions

All supervision responsibilities for the accounting staff as delegated; to include directing work flow, reviewing processes and procedures, providing feedback on performance, and taking any necessary disciplinary action

Maintain Journal Entry Approval Log; oversee and approve all posting of financial activity into the General Ledger

Oversee the Chart of Accounts; creating or deleting new accounts as needed and directed

Play a key role in preparing for the annual financial audit and all HUD-required reporting

Assist in oversight of treasury functions that include: review, reconcile, and document DHC’s cash position on a regular basis by updating all approved outgoing and incoming wire transfers, request subsidy grant-related funding from HUD’s eLOCCS system, and develop monthly cash flow forecasts that properly account for DHC’s near-term and long-term cash requirements

Review and approve journal entries, cash disbursements, and other financial data as necessary; supervise the analysis of accounting transactions on an ongoing basis and prepare monthly, quarterly, and semi-annual reports

Confirm that all manual journal entries are properly recorded per the monthly checklist

Assist with budget preparation, loading, and monitoring

Maintain departmental Policies/Procedures manual and all standard forms

Liaison with IT department on technical issues.

Perform other duties as assigned.

Required Knowledge, Skills, and Abilities

Comprehensive knowledge and understanding of Generally Accepted Accounting Principles and Federal/State financial regulations

General knowledge of HUD programs, requirements, and policies/procedures

Experience in directing accounting staff to accomplish routine daily, monthly, and annual tasks needed to produce timely, accurate financial reports

Knowledge of the principles and practices of management, and ability to supervise and train employees

Experience in auditing and workpaper preparation; ability to interact with independent auditors on timely completion of the annual fiscal audit

Experience in working with cash forecasting, banking relationships

Strong interpersonal, oral, and written communication skills

Ability to prepare accounting and financial reports

Ability to establish and maintain effective working relationships with supervisor, subordinates, co-workers, residents, auditors, consultants, and bank personnel

Physical Effort and Working Conditions

Work is principally sedentary.  No special physical demands are required.  The work involves normal risks or discomforts associated with an office environment.  The work area is usually adequately lighted, heated, and ventilated.

Other Requirements

The incumbent must be capable of obtaining federal, state and city police criminal investigation clearances and pass a drug screening test administered by the Commission or other source as designated by the Commission.  The incumbent must be bondable.

Minimum Qualifications

Bachelor’s Degree in Accounting required; four years of experience in hands-on accounting and finance capacity

Two years of experience in public accounting performing reconciliations, preparing workpapers, and monitoring activities and workflow is highly preferred

Two years experience in supervising accounting staff; satisfactory work history

Yardi experience and training, at a management level

Ability to direct and manage a team effectively in a fast-paced environment

Strong interpersonal, oral, and written communication skills

Strong technical skills/computer knowledge

Proficient in Microsoft Office applications, including Word, Excel and PowerPoint.

MARIJUANA

Although marijuana has been legalized under Michigan law, it is a Schedule I controlled substance and is illegal under federal law.  As a federally funded agency DHC’s employees are NOT permitted to use or possess any form of marijuana for medical or recreational purposes.  Any applicant for employment who tests positive for marijuana during a pre-employment drug screening shall be ineligible for employment with DHC.  Any applicant for employment who advises DHC that s/he uses any form of marijuana will be ineligible for employment with DHC.  DHC is unable to grant a request for a reasonable accommodation to use marijuana under any circumstance.
