JCHA is New Jersey’s second largest public housing authority, serving over 18,000 residents. We are responsible for the administration of approximately 7,100 housing units in every ward of Jersey City, including approximately 2,500 public housing units and approximately 4,600 Housing Choice Vouchers. 


Under the direct supervision of the Director of Compliance, performs a variety of analytical reports related to asset management.  Perform file audits of applicant folders for both programs PHA and Section 8.  Reporting, monitoring and other activities directly related to the Public Housing Assessment System (PHAS).  Is an integral part of managing, supervises, and organizes the staff and work of the Applicant Selection Division and the development of policies and/or procedures which would improve the selection of new residents for the Jersey City Housing Authority (JCHA) and participants of the Housing Choice (Section 8) Voucher program.  Serves as Section 504/ADA Coordinator.  Reviews requests for reasonable accommodations for applicants, residents and participants; does related work as required.


General Responsibilities:


The role of the Senior Program Analyst/Applicant Selection Management is a multi-faceted support role that requires a highly motivated, high energy, well-organized, self-starter with excellent communication skills, who enjoys extensive variety in their work and in the support role that must be assumed.  The Analyst must be focused and detail-oriented, must be able to provide support and cooperation to meet critical deadlines, must be able to prioritize workload, perform creative and complex analyses and must professionally represent the office both “behind the scenes” and “in the public eye”.  In essence, this position requires a responsible, service-oriented person who is able to work both independently and as a team member, and to do and be many things in a supportive, challenging and fast-paced environment, and to effectively deal with a variety of tasks and within given time frames. The role requires the ability to interface at all levels of government as the face to the Jersey City Housing Authority, including but not limited to the Mayor’s Office, the City Council, state and federal elected officials, the Board of Commissioners, and other key stakeholders.


Essential Responsibilities: 


Policies/Asset Management:  Familiarity with and comprehension of HUD regulations.  Ensure JCHA continued compliance in a variety of applicable areas, research new HUD regulations and provide policy recommendations to the Director of Compliance.


Ensure staff is in compliance with Fair Housing laws, rules and regulations.  Provides training and updates in this area.  Objectively re-evaluates Reasonable Accommodation requests if Section 8 Director (s) recommend denial.   As necessary, collaborate with other Executive Staff in regards to reasonable accommodation requests from residents of Public Housing.


Serves as alternate Public Housing “Informal Hearing” officer.


Provides monthly wait list statistical report for each Site-Based property for standard HUD reporting to the Management Information System Manager and Director of Compliance.


Provides weekly staff report to the Director of Compliances outlining current activities and projecting future activities.  Reporting must be analytical and include deficiencies the department may be experiencing and include corrective recommendations.


Gather, compile and present data for use or creating and/or revising JCHA policy and    procedures.


Develops charts, spreadsheets and graphs for a variety of purposes for the PHAS.  Maintains accurate, complete and updated files regarding PHAS.


Communicates clearly/effectively, and prepares suitable reports which provide recommendation for action. 


Ensures that JCHA’s policies for admission of residents are administered in accordance with HUD approved applicant selection and assignment plan. 


Ensures that applicants from the Housing Choice (Section 8) Voucher program and Project Based Voucher waiting lists are selected and eligible; in accordance with the Section 8 Administrative Plan. 


Assess, research and develops policies or procedures that will improve the selection of applicants/participants from the waiting list.


Ensure that families admitted to the Public Housing and Housing Choice Voucher program have eligible immigration status.   Responsible for confirming status by using the Department of Homeland Security’s Systematic Alien Verification for Entitlements (SAVE) Program.   Document the SAVE INS verification number for each potential applicant/participant.    


Meets with ineligible applicants prior to an official Informal Review. 


Provides the essential training and staff organization that enable a good breakdown of work for each staff member and ensures that each has a good, thorough knowledge of their duties and responsibilities.  Periodically audit work performed by staff.


Reviews and initiates recommendations in the division’s computer hardware and software programs that will improve and facilitate management of the waiting lists. 


Is point person in the receipt of Under Occupied/Over Crowded forms from Site Based staff.  Reviews and if appropriate, add families to the appropriate transfer list and follow protocol in transfer assignments as outlined in the Transfer Policy.


Provides wait list and transfer referrals to Site-Based managers.  Monitors the reserve pool of eligible families for each AMP.    


Receives and reviews resident requests for an emergency, medical or administrative transfer.  Ability to make an objective and policy-appropriate decision to approve, deny or request additional information that is appropriate. 


Receives confidential information regarding family composition, income and creditworthiness and criminal background checks from multiple sources; ensures that such information is maintained by all in a confidential manner and used only in accordance with existing policy.


Develops and coordinates an exchange of admission and occupancy information with Site Based managers and resident organizations.


Researches and develops procedures for dealing with regulatory changes as it pertains to senior-only housing designation and income mix preferences. 


Comprehensive responses to third party inquiries, including inquiries from local, state and federal elected officials.


Assists in developing marketing strategies to better identify applicants that satisfy JCHA’s income-mix preferences and who are eligible for specific types of units, including elderly-designated units and those suitable for tenants with disabilities.


Orders Office Supplies via the Procurement Module.  Processes Receiving Reports for Applicant Selection and Human Resources payments to service provider of background checks.


Update, revise and/or create office forms, form letters and statistical reports.



Position Requirements and Qualifications:




Bachelor’s Degree from an accredited college or university in business management or public administration OR five (5) years of full-time experience in the Applicant Selection Division working with policies, procedures and/or the selection of new residents for the Jersey City Housing Authority (JCHA) and participants of the Housing Choice (Section 8) Voucher program. Preferred experiences in high-level case/asset management, problem-solving, crisis management and excellent communications at all levels.




Proficiency in Microsoft Windows, Word, Excel, PowerPoint and Access software applications, as well as internet applications and effective research capabilities.


Knowledge of Crystal Waiting List Reports and its functions as it pertains to all waiting lists.  Includes sorting, filtering, converting to PDF format.


Ability to collect and interpret data, analyze facts and organize and prepare clear, accurate, informative and sometimes complex reports and/or conclusions suitable for presentation.


Ability to learn, understand and keep up with the changes in Federal, State and local rules and regulations governing the public housing and the Housing Choice Voucher programs.


Ability to handle concurrent priorities, meet deadlines and serve as a liaison with JCHA staff, including Senior and Site Managers, residents and 3rd party representatives and maintain a high level of confidentiality.


Ability to be flexible and perform multi-faceted tasks under time pressure to meet deadlines.


Ability to develop and prepare clear, sound and informative management reports to include a summary of recommendations or solutions, and implementation of plans and procedures.


Ability to handle diverse projects and responsibilities and follow through on assignments.


Ability to read, write, speak and understand English sufficiently to perform the duties of this position. Ability to read, write, speak and understand Spanish and/or Arabic helpful, but not required for this position.


Ability to take and maintain a firm, courteous and professional stand when differences of opinion arise and to work harmoniously with peers, supervisors, subordinates, resident leadership and with those individuals interested in or with the programs and services of the JCHA.


Ability to quickly assess and take control of a situation and determine the appropriate course of action.


Thorough knowledge of modern office methods, practices and equipment; and of the supervision and maintenance of confidential records and files.


Ability to execute respective responsibilities in a manner reflecting the highest standards of professional and organizational integrity and public service.


Broad knowledge of applicant selection and management procedures in a public housing administered environment.


Ability to plan, develop, organize and manage applicant admission and occupancy activities throughout the authority.
