JOB DESCRIPTION:

GENERAL SUMMARY

The Senior .Net Web Application Developer plays a critical role in the efficient implementation, maintenance and administration of custom computer software systems and automation that serves the Houston Housing Authority. The employee will be crucial in software automation of Houston Housing Authority systems and processes as well as their web presence. The Senior .Net Web Application Developer will mentor and lead any junior developers. The Senior .Net Web Application Developer reports to the Director of Information Technology.

 

PRINCIPAL DUTIES AND RESPONSIBILITIES

 

Mentor and guide junior developers.

Designs and develops user interfaces to Internet/intranet applications by setting expectations and features priorities throughout development life cycle; determining design methodologies and tool sets; completing programming using languages and software products; designing and conducting tests.

Completes applications development by coordinating requirements, schedules, and activities; contributing to team meetings; troubleshooting development and production problems across multiple environments and operating platforms.

Supports users by developing documentation and assistance tools.

Communicate effectively with both technical and non-technical personnel.

Assist software trouble shooting of company systems and applications as required.

Work and communicate effectively with end users to develop requirement specification and design.

Design reports from company databases as required.

Answer and respond to Help Desk calls and tickets for application issues providing clear communication on status and resolution of issues.

 

 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge of principles, practices and techniques of all phases of Software Development Life Cycle.

Knowledge and experience of .Net application development and associated languages with strong emphasis on C#, Java Script, .Net Framework and other .Net programming methods.

Knowledge and experience of Microsoft SQL and the tool sets that accompany such as SSIS, Query Analyzer and SSRS.

Knowledge and experience in different software development methodologies such as SCRUM, AGILE, WATERFALL and others.

Knowledge of applicable data privacy practices and laws.

Knowledge and experience with software versioning tools.

Skilled with good understanding of the organization’s goals and objectives.

Skilled with strong interpersonal, written, and oral communication skills.

Skilled with a strong customer service orientation.

Skilled with working in a team-oriented, collaborative environment.

Ability to establish and maintain effective working relationships with clear communication with others.

COMPLEXITY / SCOPE OF WORK

 

The Senior .Net Web Application Developer will provide a wide variety of tasks related to researching, planning, implementing, monitoring and administrating the software development tasks in order to maintain and create a positive and productive technical work environment for the Houston Housing Authority.

The employee performs a variety of related tasks that vary from simple to extremely complex, depending upon the nature of the problem or request.  The course of action is determined by the supervisor and by established procedures. 

The employee may coordinate, integrate, and/or prioritize tasks.

The employee’s work affects the output of the IT department and the Houston Housing Authority as a whole.

Successful performance of duties by the employee will enhance the ability of all Houston Housing Authority functional units to accomplish their objectives of providing public housing that is decent, safe and sanitary, efficiently and effectively.

 

SUPERVISORY CONTROLS

 

The Senior .Net Web Application Developer receives instructions from the Director of Information Technology. Course of action, deadlines and priorities may be established by procedure, the supervisor, or the employee, depending on the assignment.

Problems or situations not covered by instructions are normally referred to the supervisor for resolution.

The employee initiates routine activities without supervisory direction.

The employees work is reviewed for accuracy, completion, and compliance with policies and procures.

The employee has no supervisory responsibilities.

 

PERSONAL CONTACTS

 

Personal contacts are with other Houston Housing Authority employees, outside agencies, public housing residents, Housing Choice Voucher holders, applicants and government officials.

Contacts are made to verify, give, obtain or clarify, provide information, coordinate, advise or resolve computer related problems.

 

PHYSICAL DEMANDS / WORK ENVIRONMENT

 

Work involves the normal risks or discomforts associated with an office environment but are usually in an area that is adequately cooled, heated, lighted and ventilated.

May experience prolonged periods of sitting at a computer screen.

Work is principally sedentary, but may involve some physical exertion, such as, kneeling, crouching, or lifting computer hardware, and eye strain from working with computers and other office equipment.
