The Housing Authority of the City and County of Denver ("DHA") is looking for a full time Program Manager for the Section 8 Department. This is Monday to Friday 8am to 4:30pm (flexible work schedule after probationary period ends).
Summary of Job
Manages the daily administration of the Housing Choice Voucher (HCV)/Section 8 Programs. Supervises the direct program responsibilities required of HVC/Section 8 staff. Ensures compliance with federal law and regulations, Notice of Funding Applications (NOFA) commitments and the Housing Authority of the City and County of Denver’s (DHA) Administrative Plan as they apply to all assigned functions. Participates in the planning of departmental goals, policies and procedures. Strategizes and manages projects and implements action plans, performance measures and program enhancements.
Essential Duties and Responsibilities
Interprets and administers U.S. Department of Housing and Urban Development (HUD) regulations and DHA established policies and procedures for HCV/Section 8 Programs. Administers and enforces contracts with owners, and certificates/vouchers with tenants concerning program obligations.
Prepares and maintains all necessary administrative records for the program(s) to include weekly, monthly, quarterly, and annual reports. Assists in the development and implement of new department policies and procedures.
Researches, refers, monitors and follows up on program violations. Makes decisions about participant terminations consistent with HUD policies and procedures. Reviews cases with the Director HCV/Section 8 where requests are submitted for grievance hearings and follows through with decision/notification to proceed or reinstate accordingly. Conducts informal hearings as required by HUD regulations.
Initiates and is responsible for the interview process and selection of staff, promotions, disciplinary actions and terminations. Performs all personnel related actions to the supervision of staff including, but not limited to, performance reviews, initiating corrective actions and disciplinary actions, in accordance with DHA policies, procedures and applicable local, state and federal law.
Complies with provisions of the Union Contract and Personnel Policy.
Attends agency, social, community, and business organizations meetings to provide information, resolve issues/complaints, and answer questions about the HCV/Section 8 Programs.
Assures quality control by approving and reviewing all lease-ups, terminations, leases and contracts. Audits 20 percent of all other processes completed by staff under assigned supervision.
Manages all cases where the participant is a DHA employee or relative of a DHA employee to ensure confidentiality and quality control.
Reviews vendor and participant adjustments for accuracy. Makes necessary vendor and client adjustments. Reviews, authorizes and processes any HAP/UAP payments and adjustments not received by landlords or participants.
Supervises assigned staff and oversees processes in the following areas: Annual Eligibility Reviews, Interim Reviews, rent increases, new applicants, Move with Continued Assistance, portability and non-compliance issues.
Ensures timely completion of annual re-certifications for all assigned program participants.
Determines and arranges or conducts necessary training for staff under assigned supervision.
Acts as a leader and facilitates the involvement of staff to develop, implement and promote excellent customer service to participants, landlords and the community.
Creates and maintains a positive work atmosphere with all employees to help generate a positive attitude in the work environment.
Other Duties Performed
Works closely with other DHA (internal) departments to ensure all program functions are being met.
Reviews and monitors all repayment agreements for participant fraud and landlord overpayments and/or fraud.
Plans daily management activities for staff.
Processes any required Mod Rehabilitation rent increases. Manages functions of Mod Rehabilitation and Project Based Assistance Programs.
Informs Director Section 8/HCV of current and anticipated problems.
Performs other duties as assigned.
Any one position may not include all of the duties listed. However, the allocation of positions will be determined by the amount of time spent in performing the essential duties listed above.
Minimum Education Requirements
Bachelors’ degree in business administration, public administration or management.
Minimum Experience Requirements
Three (3) years experience in supervision and management of HCV/Section 8 Programs/staff.
Four (4) years experience in HCV/Section 8 Voucher/Certificate Programs.
One (1) year experience in Section 8 Mod Rehabilitation and Project Based Programs.
One (1) year experience in coordinating with community and city agencies.
One (1) year experience of human relations and dispute resolution required.
A combination of appropriate education and experience may be substituted for the minimum educational requirement.
Licenses and/or Certifications
Must possess a valid Colorado driver license and maintain a driving record in accordance with the Personnel Policy. No position will be held unless driving record meets the guidelines of the Personnel Policy.
Sick leave is accrued at 6 hours per month.
Annual leave (vacation) for new employees is accrued at 8 hours per month.
